EDII, Tamil Nadu

The Entrepreneurship Development and Innovation Institute, Tamil Nadu (EDII-TN) is a not-for-profit society set up in 2001 by the Government of Tamil Nadu. It serves as the state's apex body for entrepreneurship education and the promotion of self-employment, and operates under the Department of Micro, Small, and Medium Enterprises (MSME). Its office is located in Guindy, Chennai, and its mandate covers entrepreneurial ecosystem development throughout Tamil Nadu.

EDII-TN holds a foundational position in the state's startup landscape, connecting grassroots entrepreneurs with formal startup support systems through training, incubation and innovation promotion. Its work centres on developing entrepreneurial competencies among youth and adults, and on supporting rapid, sustainable and inclusive growth of micro, small and medium enterprises. Under the Tamil Nadu Innovation Initiative (TANII), funded by the State Planning Commission, the institute has set up nine Business Incubation Centres across Tamil Nadu that give young entrepreneurs and students structured incubation support. It also conducts the Integrated Entrepreneurship Development Programme (IEDP) and certificate courses in entrepreneurship, alongside training in entrepreneur competency development, business network building, advocacy and business facilitation. MSMEs, innovators and startups receive mentorship, industry network access and market linkages, while the incubation programme supplies physical infrastructure, technical guidance and connections to funding sources.

The institute's programmes are aimed chiefly at first-generation entrepreneurs, students considering startup careers, MSME owners seeking to scale, and innovators building solutions for local markets. It pays particular attention to aspiring entrepreneurs in Tier 2 and Tier 3 cities across Tamil Nadu who may not have access to mainstream startup support infrastructure. By running incubation centres outside Chennai and delivering training in smaller cities, EDII-TN extends startup support beyond metropolitan areas. Its emphasis on MSME development and innovation promotion strengthens the base of Tamil Nadu's economy and opens pathways for technology adoption among traditional businesses.
