Uttar Pradesh Electronics Corporation Limited (UPLC) is a wholly-owned enterprise of the Government of Uttar Pradesh, incorporated on 30 March 1974. Headquartered at 10 Ashok Marg, Lucknow, it functions under the Department of IT & Electronics, Government of Uttar Pradesh, and acts as the state’s nodal agency for the electronics and information technology sector.
With over 44 years of experience, UPLC has grown from an early-stage electronics promotion body into a comprehensive ICT solutions provider and policy implementation arm. It is responsible for executing the UP Startup Policy and Digital India initiatives across the state. As the nodal implementing agency for the Uttar Pradesh Startup Policy, UPLC administers the StartinUP portal (startinup.up.gov.in), which manages recognised incubators, coordinates state funding and facilitation for startups, and works toward establishing 100 incubators—one in each district of UP. It supports a growing cohort of DPIIT-recognized startups across IT/ITES, agritech, edtech, fintech, healthcare, and manufacturing.
UPLC’s key services include IT consultancy and software development for government departments, hardware procurement and networking infrastructure, e-Governance implementation, and training and skill development in computer education. It serves state government departments, PSUs, and the broader startup ecosystem in Uttar Pradesh, channelling state policy benefits, incubation support, and IT infrastructure to early-stage and growth-stage technology ventures registered in the state.
