Aatmanirbhar Gujarat Scheme for assistance to MSMEs: Financial Support to MSMEs in ZED Certification

The Industries and Mines Department, Government of Gujarat, administers the Aatmanirbhar Gujarat Scheme for MSMEs. The "Financial Support to MSMEs in ZED Certification" component promotes the uptake of Zero Defect and Zero Effect (ZED) manufacturing practices. ZED certification requires meeting high production quality standards (Zero Defect) alongside reduced environmental impact (Zero Effect). The scheme provides financial assistance to MSMEs pursuing this certification, encouraging better quality, improved energy efficiency, and greater environmental sustainability in production. It also supports the adoption of advanced manufacturing standards, consistent with the "Make in India" campaign's goal of establishing India as a global manufacturing destination. Through this support, the Government of Gujarat aims to lower production costs and waste for individual enterprises while raising the competitiveness and sustainability of the state's industrial base.

The application process for Financial Support to MSMEs in ZED Certification under the Aatmanirbhar Gujarat Scheme is conducted entirely online. Applicants begin by registering on the Investor Facilitation Portal (IFP) of the Gujarat government. This requires visiting the portal, selecting "New Investor Registration," filling out the detailed registration form, and submitting it. After submission, a verification link is sent to the registered email address; clicking this link activates the account. Once registered, applicants log in to the IFP using their verified email and chosen password. Inside their account, they must provide comprehensive business details and upload all mandatory supporting documents related to their MSME and the ZED certification process. These documents generally include proof of MSME registration, DPIIT recognition (if applicable), details of ZED certification expenses, and other relevant financial and operational information. Ensuring accuracy of information and completeness of documents is essential to prevent processing delays. The portal offers a helpdesk for queries or assistance throughout the application process.

Applications submitted through the Investor Facilitation Portal (IFP) for the Financial Support to MSMEs in ZED Certification scheme undergo a preliminary screening to confirm that all eligibility criteria are met and mandatory documents are attached. Following this, a designated committee or official from the Industries and Mines Department, Gujarat, reviews the claims for ZED certification expenses against the scheme guidelines, verifying the authenticity of the certification, the costs incurred, and the enterprise’s eligibility.

Approval is determined by the completeness and accuracy of the application, adherence to scheme norms, and the availability of funds. Successful applicants receive the subsidy amount directly, subject to the stated caps and after deducting any central government assistance received.
