About this scheme
Under Clause 14.10(a) of the Industrial and Investment Policy of Assam, 2019, an employer receives a one-time incentive of Rs 10,000 for every local youth the unit takes on.
The payment is made to the industry rather than to the employee, and each local youth hired generates a single claim.
Where a labour-intensive plant recruits locally on a large scale, the incentive rises in direct proportion to headcount. Fifty local hires therefore give rise to fifty distinct claims of Rs 10,000 each.

How to apply
1. Register the unit in accordance with the Industrial and Investment Policy of Assam, 2019. 2. Hire local youth and record them on the unit's payroll (EPF/ESI where applicable). 3. Prepare a list of the local youth employed, supported by evidence of local residence and appointment. 4. Submit the incentive claim to the Department of Industries & Commerce. 5. Claims pass through the state single-window / EODB Assam process.
How applications are assessed
The department does not rank or compare applicants. It checks the employment records and local-residence proof submitted for each young person claimed, and once verification is complete, pays out Rs 10,000 for every hire confirmed.
