## Subsidy for Patent Registration (PRS)

The Subsidy for Patent Registration (PRS) operates as a sub-scheme within the Banglashree for Micro, Small and Medium Enterprises initiative. It is administered by the Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal, and remains in force from April 1, 2020 to March 31, 2025. The scheme addresses the cost burden that MSMEs face when protecting intellectual property.

Banglashree for MSME provides fiscal incentives to entrepreneurs setting up and expanding Micro, Small and Medium Enterprises throughout West Bengal. It seeks to encourage balanced growth across the MSME sector, build a sustainable ecosystem that makes full use of available resources, generate employment, and widen the reach of enterprises so that West Bengal stands among the leading MSME states in the country.

Under PRS, eligible micro and small enterprises receive reimbursement of a substantial share of what they spend on patent registration. The support is intended to encourage innovation and help enterprises safeguard their technologies and products, thereby promoting research and development and improving market competitiveness. By covering these upfront costs, the scheme reduces the obstacles MSMEs encounter in formalising and protecting their intellectual assets, which in turn supports a more innovative and self-reliant industrial base in the state.

- Entity must qualify as a Micro, Small, or Medium Enterprise (MSME). - Activity must fall under the manufacturing sector. - Production must have begun on or after April 1, 2019. - Date of Commencement of Commercial Production (DOCCP) must lie between April 1, 2020, and March 31, 2025. - Qualifying applicants comprise private-sector businesses, cooperative-sector units, joint sector undertakings, companies owned by state governments, and Industrial Self-Help Groups (SHGs).

How to apply

1. **New Registration.** Go to the Shilpasathi Portal (silpasathi.wb.gov.in), select 'Apply Online' followed by 'Create New'. Choose your Applicant Type (Industry/Business/Commercial/Charitable Society/Govt. entity) and provide the Registration Number. Complete every mandatory field on the 'User Registration' page, then press 'Register'.

2. **Login and Service Selection.** Sign in to the portal with your username and password, or use OTP. On your user dashboard, choose 'ALL SERVICES', then 'MSME Incentive'.

3. **Create and Fill Common Application Form (CAF).** Select 'Create CAF', followed by 'Apply Online'. Complete the 'eligibility form' and choose 'Save and Continue' to reach the Common Application Form (CAF). Fill in every mandatory field in the CAF, then select 'Update and Continue' to preview.

4. **Application Submission (Form-A).** After the CAF is submitted, the Dashboard opens showing your status. Select 'Click to Proceed' to move ahead with the application, then 'Save'. Review the form before final submission. Select 'Go to Application' to complete the 'Online Form - A'.

5. **Apply Subsidy Details.** Go to the 'APPLY SUBSIDY' section and choose the subsidy items year-wise. When finished, select 'SAVE'.

6. **Fill Up Subsidy Details.** Open the 'FILL UP SUBSIDY' tab. Enter the year-wise subsidy details for the incentive. Use 'Add More' where multiple years or year-wise breakups apply.

7. **Upload Documents and Final Submission.** Upload every relevant document. Review all details, then select 'VERIFY & SUBMIT', tick the declaration box, and select 'Submit Application'.

8. **Receive Reference Number.** Once the Form-A application is finally submitted, an application reference number is issued to you for tracking your application status.

**Submission Deadline Note:** The first application must be submitted within 12 months from your Date of Commencement of Commercial Production (DOCCP) or within 12 months from the date of notification of Banglashree, whichever is later.
