Banglashree for Micro, Small and Medium Enterprises: Subsidy for Standard Quality Compliance (SCCS)

The “Subsidy for Standard Quality Compliance” (SCCS) operates as a sub-scheme within the “Banglashree for Micro, Small and Medium Enterprises” initiative, introduced by the Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal. It is active from April 1, 2020, to March 31, 2025, and directs fiscal incentives to the state’s MSME sector. The parent scheme aims to build a balanced and sustainable environment for micro, small, and medium enterprises in West Bengal, with attention to resource use, employment generation, and capacity expansion.

The SCCS specifically targets quality adherence among micro and small enterprises by reimbursing a substantial share of costs linked to obtaining quality certifications. Eligible standards include ISI/BIS certification, ISO 9000, ISO 14000, ISO 14001, ISO 18000, ISO 22000, and HACCP, sourced from approved Institutions or Research Laboratories. The scheme also permits consideration of newer or emerging certifications on a case-by-case basis, where their necessity and essentiality are established. By reducing the financial load of compliance, the SCCS enables MSMEs to improve product and process quality, build market credibility, and strengthen their competitive position in domestic and international markets.

1. Go to the Shilpasathi Portal and select 'Apply Online'. 2. If you are a new user, choose 'Create New' to register. Pick your Applicant Type (Industry/Business/Commercial/Charitable Society/Govt. entity) and enter your Registration Number. On the 'User Registration' page, complete all required fields and select 'Register'. 3. Sign in with your username and password, or use the OTP option sent to your registered mobile number. 4. On the user dashboard, open 'ALL SERVICES' and choose 'MSME Incentive' from the available services. 5. Select 'Create CAF' to generate your CAF ID. Then click 'Apply Online' to move forward. 6. Complete the "eligibility form" and press “Save and Continue” to be redirected to the common application form (CAF). 7. Within the CAF, fill in every mandatory field and click “Update and Continue” to see a preview of the form. 8. Once the form is submitted, you will be directed to the “Dashboard” to monitor your application status. 9. From the Dashboard, continue by clicking “Click to Proceed”. After updating, press “Save” to store the revised details. 10. Click "Preview" to review the form ahead of the final submission. 11. On the following screen, select "Go to Application" to complete the "Online Form - A". 12. You will land on the "APPLY SUBSIDY" section, where you can review year-wise subsidy items for the application you intend to submit. When finished, click "SAVE". 13. Move to the "FILL UP SUBSIDY" tab. Enter the year-wise subsidy details for the incentive, and use "Add More" to view the multi-year or annual breakdown. 14. Upload the necessary documents, review the details, click “VERIFY & SUBMIT”, tick the declaration box, and press “Submit Application”. 15. After the final submission of Form-A, you will receive an application reference number. Use this number to track your application's progress. 16. The initial application must be filed within 12 months from the Date of Commencement of Commercial Production (DOCCP) or within 12 months from the notification date of Banglashree (April 1, 2020), whichever falls later.

Applications routed via the Shilpasathi portal are examined in phases by the Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal. The first stage involves a check of submitted forms and documents for completeness and conformity with the core eligibility conditions. Following this, qualifying applications undergo a thorough assessment of the costs associated with obtaining quality certifications, including verification of the certification’s authenticity and the standing of the issuing institution or research laboratory.

Once this evaluation is complete, the subsidy amount—calculated at 50% of the eligible expenditure, subject to the upper limit of ₹5 lakh—is forwarded for sanction. This staged procedure is designed to confirm that only micro and small enterprises meeting all requirements receive the financial support.
