Banglashree for Micro, Small and Medium Enterprises: Subsidy for Standard Quality Compliance (SCCS)

The Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal, runs the Subsidy for Standard Quality Compliance (SCCS) as a sub-scheme of its wider Banglashree for Micro, Small and Medium Enterprises initiative. The scheme has been in operation from 1 April 2020 and remains in force until 31 March 2025, channelling fiscal incentives straight into the state's MSME sector.

Banglashree for MSME seeks to build a balanced and sustainable ecosystem for micro, small and medium enterprises throughout West Bengal — making the most of available resources, encouraging job creation and widening operational capacities, with the aim of establishing the state as a leader in the national MSME landscape. Within this framework, SCCS addresses quality adherence among micro and small enterprises by reimbursing a substantial share of what eligible businesses spend to secure essential quality certifications.

Certifications covered include ISI/BIS, ISO 9000, ISO 14000, ISO 14001, ISO 18000, ISO 22000 and HACCP, all obtained from approved institutions or research laboratories. Certifications that are new or emerging and do not appear on this list may also be considered case by case, where the applicant justifies their necessity and essentiality.

By easing the cost of compliance, SCCS helps MSMEs raise the quality of their products and processes, earn market trust and strengthen their competitiveness within India and abroad.

1. Go to the Shilpasathi Portal and select 'Apply Online'. 2. New users should select 'Create New' to register. Choose your Applicant Type (Industry/Business/Commercial/Charitable Society/Govt. entity) and provide your Registration Number. Complete every mandatory field on the 'User Registration' page, then select 'Register'. 3. Sign in to the portal with your username and password, or authenticate through OTP sent to your registered mobile number. 4. On the user dashboard, select 'ALL SERVICES', then choose 'MSME Incentive' from the available services. 5. Select 'Create CAF'. A CAF ID will be generated for you. Select 'Apply Online' to move ahead. 6. Complete the "eligibility form" and select "Save and Continue", which redirects you to the common application form (CAF). 7. In the CAF, complete every mandatory field and select "Update and Continue" to preview the form. 8. Once the form is submitted, you will be directed to the "Dashboard" where the application status is displayed. 9. From the Dashboard, resume the application by selecting "Click to Proceed". Once finished, select "Save" to store the updated information. 10. Select "Preview" to review the form prior to final submission. 11. On the following screen, select "Go to Application" to complete the "Online Form - A" application. 12. You will be directed to the "APPLY SUBSIDY" section, where you can review year-wise subsidy items for the application you intend to file. When finished, select "SAVE". 13. You will be directed to the "FILL UP SUBSIDY" tab. Enter the year-wise subsidy details for the incentive, and select "Add More" to view the multi-year or year-wise breakup. 14. Upload the required documents, preview the details, select "VERIFY & SUBMIT", tick the declaration box and select "Submit Application". 15. Once Form-A is finally submitted, an application reference number will be issued to you. Use this number to track your application status. 16. The first application must be submitted within 12 months from the Date of Commencement of Commercial Production (DOCCP), or within 12 months from the date of notification of Banglashree (April 1, 2020), whichever is later.

The Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal, puts every application received via the Shilpasathi portal through several stages of scrutiny. The first stage is a completeness check: forms and supporting documents are examined to confirm that basic eligibility criteria have been met.

Applications that clear this screening move to a detailed assessment of the expenditure claimed for quality certifications, in which the certification itself and the approved institution or research laboratory behind it are verified as genuine. The reimbursement — calculated at 50% of eligible expenditure, subject to a ceiling of ₹5 lakh — is then taken up for approval. Only micro and small enterprises that are genuinely compliant therefore receive the subsidy.
