About this scheme

The Capital Investment Incentive (CII) forms part of the Jammu & Kashmir Industrial Development Scheme, 2021. It exists to support industrial growth, generate employment and draw investment into the Union Territory. Businesses that commit substantial capital to new projects, or that expand existing units, can use the incentive to offset part of that financial load. The support is meant to draw both local and outside enterprises into establishing operations in J&K, aiding the region's economic development.

Manufacturing and service sector units that meet the eligibility criteria may apply. These sectors are treated as central to diversifying the economy and creating jobs.

Support levels vary by geographical zone within J&K — Zone A and Zone B — so that development spreads more evenly across regions and investment is drawn towards less developed areas.

How applications are assessed

The Government of Jammu & Kashmir routes applications for the Capital Investment Incentive through a designated committee or nodal agency, which checks that the industrial unit qualifies, examines the type and value of capital investment made, and confirms whether the unit falls under a Zone A or Zone B block. Approval of the incentive disbursement follows only once the committee is satisfied that the application meets the provisions of the J&K Industrial Development Scheme, 2021.
