Deen Dayal Upadhyaya Swawlamban Yojana (DDUSY)

The Deen Dayal Upadhyaya Swawlamban Yojana (DDUSY) is run by the Department of Finance, Planning & Investment, Government of Arunachal Pradesh. It targets unemployed youth in the state by offering loan support and capital subsidies to set up commercially viable self-employment projects. The scheme seeks to reduce unemployment through local enterprise development in key sectors.

Implementation is a joint effort between the department and banks, with project proposals vetted by District Level Screening Committees (DLSCs). The Arunachal Pradesh Innovation & Investment Park (APIIP) acts as an institutional facilitator and incubation partner, specifically for a reserved quota of 50 beneficiaries. APIIP identifies and recommends eligible startups from the Arunachal Pradesh Entrepreneurship Development Program (APEDP) for DDUSY support. This arrangement ensures entrepreneurs receive training and that projects are sound and innovation-led, though final financial assistance depends on DDUSY guidelines and bank appraisals.

1. Go to the official DDUSY website (https://ddusyarunachal.in/) and select the 'Register' option from the top-right menu. 2. Complete the registration form with your name, email ID, phone number, preferred username, and password, then submit it. Enter your registered username or email ID and password to reach your dashboard. 4. On the dashboard, choose 'Fill Up the DDUSY 2025 Form' to start your application. 5. Enter your basic details (District, Block, name, address), business idea (type of enterprise), project cost (not exceeding ₹50,00,000), family and bank information, and guarantor details. If a numerical field is not applicable, enter '0'. 6. Give realistic projections for your first-year business income and expenditure, since these will be reviewed during interviews. 7. Upload scanned copies or PDFs of your Aadhaar Card, Address Proof, ST Certificate, and a Concept Note (a 3-page business plan summary). Verify all information, then click 'Submit'. 8. Save the unique Application ID shown in the pop-up message. You can check your application status on the website using the 'track your application' option.

Applications begin with an online submission, after which they pass through a multi-stage review designed to test viability and bankability. The District Level Screening Committees (DLSCs), working alongside participating banks, carry out the evaluation and shortlisting of beneficiaries. For a reserved quota of 50 beneficiaries, the Arunachal Pradesh Innovation & Investment Park (APIIP) nominates and recommends eligible startups, confirming that they have received entrepreneurial training and that their project proposals are clearly defined. Final financial assistance is released only after a complete assessment under DDUSY guidelines and a thorough bank appraisal.

Preference is given to projects that align with state development priorities, including those located in border community development blocks or in manufacturing units, as well as to applicants holding relevant educational qualifications or those who contribute more than the minimum mandatory own contribution.
