Deen Dayal Upadhyaya Swawlamban Yojana (DDUSY)

The Deen Dayal Upadhyaya Swawlamban Yojana (DDUSY) is run by the Department of Finance, Planning & Investment, Government of Arunachal Pradesh. Its purpose is to build entrepreneurship among unemployed youth in the state. Beneficiaries receive loan support and capital subsidies to set up self-employment projects that can stand commercially. The scheme targets unemployment by encouraging enterprise development locally, across several key sectors.

DDUSY is delivered jointly by the Department of Finance, Planning & Investment and various banks. District Level Screening Committees (DLSCs) screen project proposals. The Arunachal Pradesh Innovation & Investment Park (APIIP) serves as an institutional facilitation and incubation partner, holding a dedicated quota of 50 beneficiaries. APIIP identifies and recommends eligible startups chosen through the Arunachal Pradesh Entrepreneurship Development Program (APEDP) for DDUSY support.

This arrangement helps ensure applicants are properly trained, their projects are sound, and they fit the innovative, startup-led venture model. Final financial assistance stays subject to DDUSY guidelines and bank appraisals.

1. **Step 1: Go to the official portal:** Open the DDUSY website at https://ddusyarunachal.in/ and find the 'Register' link in the menu at the top right. 2. **Step 2: Create your account:** Complete the registration form with your name, email ID, phone number, chosen username and password, then submit it. Key in your registered username or email ID along with your password to reach your dashboard. 4. **Step 4: Open the application form:** On your dashboard, choose the 'Fill Up the DDUSY 2025 Form' option to start your application. 5. **Step 5: Enter project details:** Fill in your basic information (District, Block, name, address), your business idea (type of enterprise), project cost details (which must not exceed ₹50,00,000), family and bank details, and guarantor information. Where a numerical field does not apply to you, put '0'. 6. **Step 6: Financial projections:** Give truthful estimates of your business's income and expenditure for the first year, since these figures will be taken up during interviews. 7. **Step 7: Upload documents and submit:** Upload scanned copies or PDF files of your Aadhaar Card, Address Proof, ST Certificate and a Concept Note (a 3-page business plan summary). Check every entry for accuracy, then click 'Submit'. 8. **Step 8: Note your Application ID:** Record the unique Application ID shown in the pop-up message so you can track your application status on the website. Applications are submitted online first, after which they pass through several stages of review to establish viability and bankability. Evaluation and selection of beneficiaries rests with District Level Screening Committees (DLSCs), working alongside participating banks. Under a quota of 50 beneficiaries, the Arunachal Pradesh Innovation & Investment Park (APIIP) identifies and recommends eligible startups, confirming that they have received entrepreneurial training and that their projects are clearly defined. Disbursement of the final financial assistance follows the DDUSY guidelines in full and depends on a thorough bank appraisal.

Projects aligned with state development goals — for instance, those in border community development blocks or manufacturing units — are given preference, as are applicants holding relevant educational qualifications or those who contribute above the minimum mandatory own contribution.
