Under the Industrial Investment Policy 2019 of the Government of Himachal Pradesh, MSMEs can claim reimbursement for part of the expense incurred in preparing a Detailed Project Report (DPR). The scheme exists to reduce the upfront cost that Micro, Small and Medium Enterprises face at the planning stage.

A DPR sets out feasibility, technical specifications, environmental impact, financial projections and implementation strategy for a new project or an expansion. Because it is a prerequisite for taking a proposal forward, the cost of preparing one can deter smaller firms from planning professionally.

By covering a portion of that cost, the policy seeks to support structured industrial growth, make it easier for enterprises to obtain project financing, and strengthen business development across Himachal Pradesh. Firms of every scale are thus able to undertake professional project planning without prohibitive initial expenditure, which the state expects to result in a better-prepared industrial base.

1. File an application, together with evidence of the expenditure borne for preparing the DPR, with the appropriate authority in line with the Industrial Investment Policy 2019 guidelines. 2. Attach every document called for, including original invoices, detailed project proposals and MSME registration certificates. 3. The application and the accompanying documents are then examined in detail to establish eligibility and to verify the accuracy of the claims made. 4. Once verification is completed and approval granted, the reimbursement due is credited straight to the enterprise's bank account.

Eligibility for the DPR preparation subsidy turns first on whether the applicant qualifies as an MSME in Himachal Pradesh. A committee or department nominated by the Government of Himachal Pradesh then scrutinises the papers submitted, verifying that the expenditure claimed for the Detailed Project Report is genuine and that the application is complete and consistent with the Industrial Investment Policy 2019. Reimbursement follows only once this review is satisfied.
