About this scheme
The Capital Investment Subsidy Scheme for Goan Diaspora, introduced in 2018 by the Department of Information Technology, Government of Goa, operates under the Goa IT Policy. Its purpose is to position Goa as a favourable base for IT units, both geographically and in terms of human resources, while encouraging investment and expansion within the state. The scheme offers a capital investment subsidy to eligible units that develop or expand their office spaces.
The programme places emphasis on local employment and ownership by the Goan diaspora. Units that meet specific criteria related to local hiring and ownership receive enhanced incentives, including a pro-rata disbursement calculated on the percentage of employees of Goan origin or Goan graduates. This approach supports the growth of new ventures and existing IT businesses, contributing to the development of Goa's IT ecosystem.
Subsidy benefits offset capital investments, excluding land and building costs. Disbursement is subject to budgetary allocation, which ensures that funds are deployed in a planned manner.

How applications are assessed
Once an incentive application is received, it is checked against a prescribed checklist, and this review is expected to be finished within 30 days. The Empowered Committee then grants approval, with a target of completing this stage within 60 days of receipt. After approval, a Sanction Order is released, and the subsidy payment is usually made within 90 days from the date the application was first received.
All benefits depend on the availability of funds in the budget. Additionally, each unit is assessed at the close of every financial year to confirm that it still meets the scheme’s eligibility criteria.
