Financial Incentives for Certification and Intellectual Property Rights Reimbursement Scheme

The Department of Industries, Trade & Commerce, Government of Goa, runs the Financial Incentives for Certification and Intellectual Property Rights Reimbursement Scheme (FICIPRRS). Industrial units, recognised hospitals and educational institutions in Goa can use it to recover money spent on securing nationally and internationally recognised certifications, including those issued by the Indian Standard Institute (ISI) and the International Standard Organization (ISO). The scheme exists to sharpen the competitive position of these entities and to encourage innovation, and it supports the adoption and upkeep of high quality standards along with technological advancement in a range of sectors.

The scheme also covers intellectual property. Professional and registry fees paid towards registering Intellectual Property Rights (IPRs) are reimbursable, which matters for protecting innovations and proprietary technologies. By absorbing part of the cost of these processes, the Goa Government intends to make it easier for local enterprises and institutions to meet global benchmarks and to secure their intellectual assets, feeding into the state's industrial growth and innovation ecosystem.

Reimbursement is the mechanism of delivery. Monetary ceilings are fixed for different categories of expenditure and apply across the scheme's entire validity period, so that the financial assistance stays targeted and effective.

- **Step 1: Get the application form:** Industrial units, hospitals or educational institutions that qualify must begin by downloading the official prescribed application form and taking a printout. The form is usually hosted on the website of the Department of Industries, Trade & Commerce, Government of Goa.

- **Step 2: Fill in the form and attach supporting papers:** Complete every mandatory field in the application form with care. Make sure the required supporting documents are enclosed — proof of certification, IPR registration documents, expenditure receipts, and recognition certificates in the case of institutions. Wherever required, document copies must be self-attested.

- **Step 3: File with the Directorate:** The completed and signed application form, together with all supporting documents, has to be submitted offline to the Directorate of Industries, Trade & Commerce (DITC) in Goa. Where an application period is prescribed, applicants should make sure they file within it. Disbursal of funds depends on budgetary allocations and on compliance with all conditions of the scheme.
