The Quality Certification Reimbursement Scheme, introduced in 2018, forms a component of Goa's Information Technology Policy. It offers financial reimbursement to qualifying Information Technology Units based in Goa, offsetting expenditure incurred in obtaining industry-standard quality certifications.
Through this support, the scheme seeks to strengthen Goa's standing as a destination for IT investment and expansion, helping businesses meet global quality benchmarks. IT units are encouraged to pursue certifications such as ISO, HACCP, BIS, WHO-GMP, ZED, TS, COPC, eSCM and Hallmark, as well as other government-recognised standards, so as to improve operational performance and competitiveness.

- Operations must be based in Goa, whether the unit is new or already existing. - The applicant must be constituted as one of the following: Proprietorship Firm, Private Limited Company, Public Limited Company, Registered Partnership Firm, or Limited Liability Partnership. - Aadhaar linkage is required for the bank accounts of the unit and/or its partner(s)/director(s). - Units that incur expenditure on specific quality and/or product-specific certificates — for example ISO, HACCP, BIS, WHO-GMP, ZED, TS, COPC, eSCM, Hallmark — qualify.
How to apply
1. Go to the Goa Online official web portal at https://goaonline.gov.in/ and select "Register" in the top right corner. 2. Authenticate your Email ID and Mobile Number through OTP. After that, fill in every mandatory field on the registration form, set up a Login Name and Password, accept the terms, and complete the Captcha. 3. Sign in to the website with the Login Name and Password you just created. 4. Go to "Services", followed by "IT Services" (https://goaonline.gov.in/AllServices?cat=IT), and select the scheme name. 5. Complete all mandatory fields in the application form and upload every document that is required. 6. Submit the application. The system will generate a unique registration number for future reference. Applications may be made quarterly, bi-annually, or annually, once the relevant expenditure has been incurred.
How applications are assessed
Every application is examined against a checklist within 30 days of being received. An Empowered Committee then takes up the proposal for approval within 60 days. The outcome — whether a sanction order or a regret letter — along with disbursement, is normally communicated within 90 days of the application receipt date. Assessment rests on whether the applicant meets the eligibility criteria and has furnished complete documentation.
