- Must be a non-mega industry, meaning projects with investment below ₹100,00,00,000 and/or employment generation of fewer than 1,000 Goans. - Must own a business unit in Goa and deliver Logistics and Warehousing services within Goa. - Must hold a Permanent Account Number (PAN) and file Income Tax Returns regularly in the name of the legal entity. - Must have operated continuously for at least six months following the notification date of the Logistics and Warehousing Policy 2023. - Must have incurred expenses for software upgrades after the launch date of the Logistics and Warehousing Policy 2023. - The installed software must directly enhance efficiency in logistics, transportation, shipping, freight forwarding, or warehousing operations. - Must not have availed a similar benefit under any other State or Central Government scheme or programme. - Must provide a minimum of 40% local employment; the benefit quantum depends on the share of Goan employees—60% or more yields 100% benefit, while 40–60% yields 80% benefit.

How to apply

1. Go to the official Goa Online portal at www.goaonline.gov.in and create an account. Verify your email address and mobile number during registration. 2. Fill out the registration form with all required fields, set up your login credentials, and agree to the terms and conditions. 3. Sign in to the portal using the credentials you created. 4. From the menu, select "Services", then "IT Services", and choose "Incentives on Logistics and Warehousing Sector" to open the application form. 5. Complete every mandatory field in the form and attach all necessary documents. 6. Submit your application. The system will issue a unique registration number; keep a record of it for future correspondence.

How applications are assessed

After an application is submitted, the Directorate of Industries, Trade and Commerce (DITC) may seek clarification on any missing or incomplete information. Once the application passes this initial check, an assigned official conducts a site visit to the applicant's business to examine records and documents in line with the operational guidelines and checklist. The findings from this inspection are recorded and submitted within 48 hours.

The application then moves to the Chief Executive Officer of the Goa Investment Promotion and Facilitation Board (Goa-IPB) for a due diligence review. Based on the recommendations received, the DITC prepares an appraisal note for the Incentive Review Committee. This committee evaluates the application, verifies the claim, and makes the final decision on sanctioning the incentive.
