About this scheme
The Department of Industries, Government of Goa, introduced the Goa State Logistics and Warehousing Incentives Scheme to support the expansion of the State's logistics and warehousing sector. - The unit must fall outside the mega industry category, meaning project investment below ₹100,00,00,000 and/or fewer than 1,000 Goans employed. - The applicant must hold ownership of a business unit situated in Goa and deliver Logistics and Warehousing services within Goa. - A Permanent Account Number (PAN) is mandatory, along with regular filing of Income Tax Returns in the name of the legal entity. - Operations must have continued without interruption for at least six months from the date of notification of the Logistics and Warehousing Policy 2023. - Software upgrade expenses must have been incurred after the launch date of the Logistics and Warehousing Policy 2023. - The installed software must make a direct contribution to efficiency in logistics, transportation, shipping, freight forwarding, or warehousing operations. - No similar benefit under any other scheme or programme of the State or Central Government must have been claimed. - Local employment of at least 40% must be provided. The benefit quantum is determined by the share of Goan employees — 60% or above attracts 100% benefit, while 40–60% attracts 80% benefit.
How to apply
1. Go to the Goa Online official web portal (www.goaonline.gov.in) and create an account, completing verification of your Email ID and Mobile Number. 2. Fill in the registration form, entering all mandatory fields, set up your login credentials, and accept the terms and conditions. 3. Use your credentials to log in to the website. 4. Go to "Services", select "IT Services", and click "Incentives on Logistics and Warehousing Sector" to open the application form. 5. Enter all mandatory fields in the application form and upload every required document. 6. Submit the application. A unique registration number will be generated; note it down for future reference.
How applications are assessed
Once an application is received, the Directorate of Industries, Trade and Commerce (DITC) may raise queries regarding any deficiencies. If verification is successful, an official is assigned to inspect the applicant's entity and check all records and documents against the operational guidelines and checklist. The inspection report is then uploaded within 48 hours.
The application next goes to the Chief Executive Officer, Goa Investment Promotion and Facilitation Board (Goa-IPB), for due diligence. Once Goa-IPB's recommendations are received, DITC drafts an appraisal note for the Incentive Review Committee, which examines the incentive application, reviews the claim, and approves the incentive.
