About this scheme

The Department of Industries, Government of Goa, has introduced the Goa State Logistics and Warehousing Incentives Scheme to support the logistics and warehousing sector in the state. The scheme recognises the importance of efficient logistics and cold chain infrastructure for economic development and offers financial assistance to units in this field.

Under the "Subsidy on Electricity Duty" component, Cold Chain Units can receive reimbursement of 100% of the electricity duty paid on High Tension connections, subject to an annual limit of ₹5,00,000 per unit. This measure is intended to lower operational costs for businesses involved in preserving perishable goods, which supports agriculture, pharmaceuticals, and other industries in Goa.

The Directorate of Industries, Trade, And Commerce (DITC) administers the scheme, and applications are processed through the Goa online single-window system. This integration aims to simplify access to the incentive for eligible enterprises, reducing their financial burden and encouraging investment in cold chain and logistics infrastructure.

How applications are assessed

The Directorate of Industries, Trade, and Commerce (DITC) begins by flagging any deficiencies in the application form or supporting documents. After verification, an official is assigned to inspect the entity, cross-checking all records against the verification-cum-recommendation guidelines and the checklist in Annexure X. The inspection report is uploaded within 48 hours and shared with the entrepreneur. The application then moves to the Chief Executive Officer of the Goa Investment Promotion And Facilitation Board (Goa-IPB) for due diligence. Based on Goa-IPB's recommendation, DITC drafts an appraisal note for the Incentive Review Committee, which meets to examine and approve the claims. Once the committee gives its recommendation, DITC prepares the approval note for the Accounts Department to release the incentives. Sanctioned claims are listed in chronological order and disbursed as per the established procedure.

After the initial inspection, subsequent checks occur every six months. Annual reports are collected and uploaded to the portal, and later claims are processed using these reports, eliminating the need for further physical inspections.
