- The entity must qualify as a non-mega industry. - The entity must hold a business unit in Goa and deliver Logistics and Warehousing services within Goa. - Only providers of Logistics and Warehousing services are eligible for support under the scheme. - The entity must possess a Permanent Account Number (PAN) and file Income Tax Returns regularly in the name of the legal entity (proprietor, firm, or company, etc.). - The entity must have operated continuously for at least six months from the date of notification of the Logistics and Warehousing Policy 2023. - Reimbursement may be claimed only for expenses incurred after the launch date of the Logistics and Warehousing Policy 2023. - The entity must not have availed a similar benefit under any other scheme or programme of the State or Central Government. - The entity must ensure a minimum of 40% local employment (employees continuously employed and on payroll for the claim year). - The entity or transport operator must own a fleet and provide cargo transportation services within Goa, whether by land or water. - Transport operators and their commercial vehicles must be registered with one of the Regional Transport Offices (RTO) in Goa and hold valid registration credentials. - Tracking devices must have been purchased after the introduction of the ‘Logistics and Warehousing Policy, 2023’. - An application for reimbursement may be submitted only after acquiring the fleet in which tracking devices are to be installed. - The quantum of benefit is linked to Goan employment: 60% or above local employment attracts 100% benefits; 40-59% attracts 80% benefits; below 40% renders the entity ineligible.

How to apply

1. **Create an account on the Goa Online portal**: Go to the official Goa Online website (www.goaonline.gov.in) and select 'Register'. Authenticate your Email ID and Mobile Number through OTP. Complete the registration form by choosing a Login Name and Password, agreeing to the Declaration and Terms & Conditions, and entering the Captcha.

2. **Sign in to the portal**: Enter the Login Name and Password you have just created to access your account.

3. **Locate the scheme application**: From the top ribbon, navigate to 'Services', followed by 'IT Services', and then select 'Incentives on Logistics and Warehousing Sector'. The application form for the scheme will open.

4. **Fill in and submit the application**: Provide details in every mandatory field and upload the documents sought. Confirm that all expenses being claimed for reimbursement were incurred after the Logistics and Warehousing Policy 2023 came into force, and that the fleet meant for tracking device installation has already been procured. On submission, a unique registration number will be generated; record it for later use.

5. **Respond to queries**: If the DITC raises any queries about gaps in your application or the documents submitted, be ready to address them.

6. **Support inspection and verification**: Allow DITC officials to inspect your entity and check records/documents against their checklist. The inspection report will be made available on the portal for you to review.

How applications are assessed

Once an application is submitted successfully, the Directorate of Industries, Trade and Commerce (DITC) screens it for deficiencies and seeks clarifications from the applicant. After the application and supporting documents are verified, DITC assigns an official to inspect the entity on site, checking all records and documents against a verification-cum-recommendation checklist. Inspection reports are uploaded to the portal within 48 hours and can be viewed by the entrepreneur.

The application then moves to the Chief Executive Officer, Goa Investment Promotion and Facilitation Board (Goa-IPB), for due diligence. On receiving Goa-IPB's recommendation, DITC drafts an appraisal note for the Incentive Review Committee, which meets to examine and discuss the application before sanctioning the claims. Drawing on the committee's recommendations, DITC then prepares an approval note for the Accounts Department, which disburses the sanctioned incentives to eligible entities in chronological order. The scheme further provides for follow-up inspections by the concerned officers every six months to confirm proper utilisation and continuing eligibility.
