About this scheme
The Directorate of Industries, Trade and Commerce, Government of Goa, issued the "Goa State Financial Incentives to the Industries for Certification and Patenting Scheme" through a notification dated 31st December 2008. Its purpose was to prompt industrial units to secure national and international certifications along with patent rights, thereby upholding quality standards, pursuing excellence and encouraging sound industrial growth in the state.
Under the scheme, financial assistance met either the actual expenditure incurred on obtaining certifications or patents, or ₹2,00,000/-, whichever figure was lower.
Micro, small, medium and large-scale industries were eligible, as were service industries listed under the Green/Orange Category.
The Directorate of Industries, Trade and Commerce carried out the scheme, which remained in force until 31st March 2011 and assisted businesses in their quality and innovation efforts.

- Units holding certification from the Indian Standard Institute, International Standard Organization, or any other national or international quality standard certification issued by re-certifying bodies, NABCB, etc., and/or holding patent rights on products and/or processes. - Units classified as Micro & Small/Medium and large-scale industry, or as a service industry appearing in the Green/Orange Category list. - Units permanently registered or acknowledged with Entrepreneurs Memorandum II by the Director of Industries, Trade and Commerce. - Units lacking EM II registration or acknowledgement but cleared by the High Powered Coordination Committee, or by any Committee or Authority constituted to grant such clearances for investment in the State. - Service industries such as Hospitals, Educational Institutions, and Co-operative Banks (non-Multi-State) registered or recognised by the relevant Goa Directorates or Boards. - Units that have not previously obtained any financial incentive under this Scheme; the benefit is available only once in the lifetime of the unit, after permanent registration. - Units already holding certification or patent rights but which have not availed any financial assistance from the State Government, for additional certification, provided that certification qualifies for the benefit under this Scheme. - Units that have availed Central assistance for this purpose, but only to the extent of the balance amount remaining after deducting the Central Assistance availed. - Units that lost certification owing to inadequacies in the unit are not eligible to avail the benefit a second time.
How to apply
- **Step 1: Get the proforma:** The application proforma had to be procured from the Directorate of Industries, Trade and Commerce, or the prescribed format could be downloaded from the Directorate's official website. - **Step 2: Fill in the application:** The form needed to be printed, every mandatory field completed, a passport-sized photograph pasted on it, and self-attested copies of all requisite documents attached. - **Step 3: File the application:** The completed and signed form, together with the supporting documents, had to be filed with the Director, Directorate of Industries, Trade and Commerce. - **Scrutiny and verification:** The Director of Industries, Trade and Commerce examined the application and verified whether the unit was eligible. This was carried out within three months of the application being submitted. - **Approval and disbursement:** Once approved, the financial assistance or subsidy was released within six months of the application being received, subject to a ceiling of ₹2,00,000 or the actual expenses, whichever was lower.

This scrutiny generally wrapped up within three months from the date the application was filed. Once the application cleared approval, the financial assistance was taken forward for disbursement.
