Scheme for Financial Assistance to Integrated Logistics Facilities: Capital Subsidy

The Industries and Mines Department, Gujarat, administers the Scheme for Financial Assistance to Integrated Logistics Facilities: Capital Subsidy under the Gujarat Integrated Logistics and Logistics Park Policy. It is valid from August 2nd, 2021, to August 1st, 2026. The scheme provides financial support to private developers for establishing or upgrading integrated logistics facilities and logistics parks.

Its purpose is to encourage capital investment in essential infrastructure and construction for new projects or units. A capital subsidy on eligible fixed capital investments reduces the financial burden on developers, supporting the creation of efficient logistics ecosystems. Applications for the capital subsidy may be filed either online or offline.

**Online Submission** - **Step 1 – Investor Registration:** Go to the Investor Facilitation Portal (IFP) at https://ifp.gujarat.gov.in/DIGIGOV/. Select "New Investor Registration" and complete the registration form. - **Step 2 – Email Verification:** Submit the form and activate your account using the verification link sent to your registered email address. - **Step 3 – Registration Confirmation:** Your registration is complete once the email is verified. - **Step 4 – Login and Application:** Return to the IFP portal, choose "Login," and enter your registered email and password. After logging in, provide all required business information and upload the necessary documents to finish the application.

**Offline Submission** - **Step 1 – Registration Application:** Submit the prescribed form and all supporting documents to the Industries Commissionerate. Verify that every detail is accurate and complete. - **Step 2 – Review and Clarification Request:** The Industries Commissionerate examines the application and may ask for missing information or clarifications within 15 days. - **Step 3 – Site Inspection:** The application is sent to the General Manager of the District Industries Centre (DIC) for a compulsory site visit and inspection report. - **Step 4 – Registration Certificate:** Based on the inspection report and review, the Industries Commissionerate may grant a Registration Certificate.

**Post-Registration Sanction Procedure (Offline)** - **Step 1 – Sanction Application:** Once registration and approval of the project layout plan are obtained, submit the application in the prescribed format for sanction, along with a detailed project report and all required documents, to the Industries Commissionerate. - **Step 2 – Scrutiny and Clarification:** The Industries Commissionerate reviews the application and may request missing details or clarifications within 15 days. - **Step 3 – Project Presentation:** Applicants must present their project before a Screening Committee chaired by the Industries Commissioner. - **Step 4 – Final Approval:** After addressing any committee remarks, the application receives a final review by the Sanctioning Authority for approval, strictly in line with the scheme guidelines.

Offline applications are first reviewed by the Industries Commissionerate, which may seek additional information. The file then moves to the General Manager of the District Industries Centre (DIC) for a physical site visit and the preparation of an inspection report. After an initial registration certificate is possibly issued, the detailed sanction procedure commences with the applicant presenting the project to a Screening Committee chaired by the Industries Commissioner. This committee assesses the project’s viability, its fit with scheme objectives, and compliance with all stipulated conditions. The applicant must respond to any remarks or queries raised. The Sanctioning Authority then takes the final approval decision, based on the committee’s recommendations and a full review against the scheme guidelines.
