Scheme for Financial Assistance to Integrated Logistics Facilities: Capital Subsidy

The Industries and Mines Department, Gujarat, operates the Scheme for Financial Assistance to Integrated Logistics Facilities: Capital Subsidy. It falls under the Gujarat Integrated Logistics and Logistics Park Policy and remains in force from 2 August 2021 to 1 August 2026.

Under the scheme, private developers can obtain financial assistance for setting up and upgrading integrated logistics facilities and logistics parks. Capital subsidy applications may be filed either online or offline.

**Online route:** - **Step 1 — Investor registration:** Open the Investor Facilitation Portal (IFP) at https://ifp.gujarat.gov.in/DIGIGOV/. Select "New Investor Registration" to open and complete the registration form. - **Step 2 — E-mail verification:** Send in the form, then confirm your e-mail ID through the link delivered to the address you registered. - **Step 3 — Registration confirmed:** Once the link is verified, your registration is complete. - **Step 4 — Log in and file the application:** Go back to the IFP portal, choose "Login," and key in your registered e-mail address and password. After logging in, fill out every required business detail and upload the mandatory documents to finish the application.

**Offline route:** - **Step 1 — Registration application:** Hand in the prescribed application form together with all required documents at the Industries Commissionerate. Check that every detail is accurate and complete. - **Step 2 — Review and deficiency request:** The Industries Commissionerate examines the application and may ask for missing details or clarifications within 15 days. - **Step 3 — Site visit:** The application is then passed to the General Manager of the District Industries Centre (DIC) for a compulsory site visit and inspection report. - **Step 4 — Registration Certificate:** On the basis of the inspection report and the review, the Industries Commissionerate may issue a Registration Certificate.

**Post-registration sanction procedure (offline):** - **Step 1 — Sanction application:** Once registration is obtained and the project layout plan approved, submit the application in the prescribed format for sanction — accompanied by a detailed project report and all required documents — to the Industries Commissionerate. - **Step 2 — Scrutiny and clarification:** The Industries Commissionerate scrutinises the application and may ask for missing details or clarifications within 15 days. - **Step 3 — Project presentation:** Applicants must present their project before a Screening Committee chaired by the Industries Commissioner. - **Step 4 — Final approval:** After any committee remarks are addressed, the application goes through a final review by the Sanctioning Authority for approval, strictly in line with the scheme guidelines.

Applications submitted offline first go to the Industries Commissionerate, which scrutinises the documents and may seek further details. The file then moves to the General Manager of the District Industries Centre (DIC), who conducts a physical site visit and prepares an inspection report. A provisional registration certificate may be issued at this point, after which the more detailed sanction process begins.

That process requires the applicant to present the project before a high-level Screening Committee chaired by the Industries Commissioner. The committee assesses the project's viability, its fit with the scheme's objectives and compliance with all stipulated conditions, and the applicant must respond to any remarks or queries it raises. The Sanctioning Authority then takes the final approval decision, drawing on the committee's recommendations and a full review against scheme guidelines.
