About this scheme
The AYUSH Capital Subsidy operates as an incentive under the Himachal Pradesh AYUSH Policy 2019. Its purpose is to draw investment into the state's traditional medicine sector and support its growth.
Eligible AYUSH enterprises receive financial assistance to set up or expand operations. The subsidy lowers initial capital expenditure and works towards building a stronger ecosystem for AYUSH practices and product manufacturing.
By granting a direct subsidy on fixed capital investments, the Himachal Pradesh Government intends to encourage entrepreneurship, create employment, and reinforce the state's standing as a centre for AYUSH-related industries. This serves both economic development and public health objectives.
The subsidy eases financial pressure, helping new ventures get off the ground and existing ones scale up, which in turn drives development across the AYUSH domain.

How to apply
- **Step 1: Submission of application:** AYUSH enterprises that wish to apply must file a detailed application form with the designated authority under the Himachal Pradesh Government, in the manner set out in the AYUSH Policy 2019. The application must carry a full project report, particulars of fixed capital investment, incorporation documents, and any further supporting papers the policy calls for.
- **Step 2: Scrutiny and verification:** A committee will scrutinise every application received, checking eligibility criteria, whether the proposed fixed capital investment is valid, and whether the AYUSH Policy guidelines have been complied with. Field visits and verification of documents may be carried out.
- **Step 3: Approval and sanction:** Once verification is completed successfully, applications found eligible will be approved and the capital subsidy amount sanctioned. The enterprise will receive a formal sanction letter setting out the approved subsidy amount and the terms of disbursement.
- **Step 4: Disbursement:** The subsidy is disbursed, usually on a reimbursement basis, once the enterprise furnishes proof of fixed capital investment and of project implementation in line with the sanctioned plan. Depending on project milestones and policy guidelines, disbursement may be made in tranches or as a lump sum.
How applications are assessed
Applications are assessed on how complete the submission is, whether the AYUSH enterprise meets the eligibility criteria, and whether the proposed fixed capital investment can be verified. The project report usually undergoes both a technical and a financial appraisal. A committee of experts drawn from the concerned government departments examines the applications and may call applicants in to clarify points or give a presentation.
The outcome rests on how closely the project matches the aims of the AYUSH Policy 2019 and the difference it is likely to make to the state's economy and its AYUSH sector.
Frequently asked questions
Who is eligible to apply for the Capital Subsidy?
Only AYUSH enterprises that are registered and operational in Himachal Pradesh qualify for this subsidy, in line with the definitions and guidelines of the AYUSH Policy 2019.
What is the maximum amount of subsidy I can receive?
Eligible enterprises may claim a capital subsidy of up to 25% of their Fixed Capital Investment, subject to a maximum of INR 1 crore (₹10,000,000).
What kind of investments does the subsidy cover?
Fixed capital investments covered by the subsidy generally comprise spending on land, construction of buildings, and plant and machinery required to set up or expand an AYUSH enterprise.
Is there any minimum investment required to claim this subsidy?
The policy sets no explicit minimum investment, but since the subsidy covers 25% of fixed capital investment, an enterprise must commit substantial fixed capital to gain a meaningful benefit.
Is co-financing required for this subsidy?
Yes. Because the subsidy meets only 25% of the fixed capital investment, the enterprise must fund the remaining 75% itself or raise it from other sources — a co-financing requirement.
What is an 'AYUSH enterprise' in the context of this policy?
An AYUSH enterprise is a business involved in manufacturing, processing, or providing services connected to Ayurveda, Yoga & Naturopathy, Unani, Siddha, and Homoeopathy, as recognised under Himachal Pradesh's AYUSH Policy 2019.
