Reimbursement for DPR Himachal Entrepreneurs

Under the Tourism Policy 2019, the Government of Himachal Pradesh offers reimbursement for Detailed Project Reports (DPRs) prepared by Himachal Bonafide Entrepreneurs. The incentive applies to those making sizeable investments in technical civil works or plant and machinery.

By covering part of the project planning cost, the scheme lowers the upfront burden attached to high-investment projects. It is open to eligible enterprises located in designated Category A areas.

The reimbursement is intended to keep the expense of preparing a DPR from standing in the way of entrepreneurs who wish to set up or grow their operations in Himachal Pradesh.

Applications under this reimbursement scheme are, as a rule, routed via the concerned government department in Himachal Pradesh, in accordance with the provisions of the Tourism Policy 2019. An entrepreneur seeking this incentive must ordinarily file a formal application form together with a detailed bundle of supporting documents. Such documents typically comprise official evidence of 'Himachal Bonafide Entrepreneur' status, a comprehensive proposal setting out the intended investment in technical civil works (not less than INR 10 crore) or plant and machinery (not less than INR 5 crore), and original invoices or receipts for the charges incurred in preparing the Detailed Project Report (DPR). Each application is subjected to a thorough review to confirm that every eligibility criterion is met, with particular scrutiny of the investment thresholds and of where the enterprise operates within the designated Category A areas. Once validation and approval are completed successfully, the reimbursement amount is credited directly to the applicant's designated bank account, providing straightforward financial support for the venture.

Applications and supporting documents submitted under the DPR reimbursement scheme are reviewed and verified by designated authorities within the Government of Himachal Pradesh. This assessment establishes whether the applicant is a bona fide entrepreneur, confirms the size of the proposed investment, and examines whether the DPR preparation charges claimed for reimbursement are authentic and reasonable.
