Himachal Pradesh ETP & RWH Reimbursement Scheme

Under the Himachal Pradesh Industrial Investment Policy 2019, MSMEs in the state can claim reimbursement for plant and machinery installed for Effluent Treatment Plants (ETP) and Rainwater Harvesting (RWH) systems. The incentive is meant to draw Micro, Small and Medium Enterprises towards environmentally sound infrastructure by covering part of the cost of acquiring such equipment.

Effluent Treatment Plants address industrial wastewater and help curb pollution, while Rainwater Harvesting Systems support water conservation and sustainable water management on industrial premises. Both categories of investment are eligible under the scheme.

By sharing the financial load of setting up this environmental infrastructure, the scheme makes it easier for smaller businesses to commit to long-term sustainability and to meet regulatory requirements. It reflects the state government's effort to reconcile industrial growth with ecological responsibility, and to support MSMEs — new and existing — that build environmental protection into their operations.

- **Step 1: Incur Expenditure & Documentation:** MSMEs must first buy and install the Plant & Machinery for the Effluent Treatment Plant or Rainwater Harvesting System, and bear the related expenditure. All purchase invoices, installation certificates and payment proofs must be kept carefully on record.

- **Step 2: Prepare Application:** Complete the prescribed application form in line with the Himachal Pradesh Industrial Investment Policy 2019 guidelines. The form calls for particulars of your MSME registration, project details and financial expenditure.

- **Step 3: Attach Supporting Documents:** Assemble all supporting documents required, which generally comprise: - MSME Udyam Registration Certificate. - Proof of expenditure on Plant & Machinery (invoices, receipts). - Proof of payment (bank statements, ledger entries). - Installation completion certificate. - Company incorporation documents/proof of proprietorship/partnership deed. - Bank account details for reimbursement disbursement.

- **Step 4: Submit Application:** Send the completed application together with all supporting documents to the designated authority, which is usually the District Industries Centre (DIC) or the Department of Industries in Himachal Pradesh. Make sure you submit within the stipulated timeframe after incurring the expenditure, wherever the full policy specifies such a period.

- **Step 5: Verification & Sanction:** The concerned department will carry out a thorough verification of the application and documents submitted. Once verification and approval are complete, the reimbursement amount will be sanctioned and disbursed to the applicant's bank account.

Applications are assessed against the Himachal Pradesh Industrial Investment Policy 2019 guidelines. Officials from the Department of Industries or the District Industries Centre carry out a desk review of the documents submitted, checking that the MSME is eligible, that the expenditure qualifies as Plant & Machinery for ETP/RWH, and that the financial claims are accurate. A site visit may also be arranged to verify that the ETP or RWH system has been installed and is operational.

Reimbursement is sanctioned only after every criterion has been met and verified.
