HP In-house Testing Subsidy

The 'Assistance for Technology, Competitiveness, Innovation and Quality Certification (In-house Testing)' scheme operates under the Himachal Pradesh Industrial Investment Policy 2019. It provides financial support to Micro, Small, and Medium Enterprises (MSMEs) in the state for setting up in-house testing facilities and acquiring related equipment. The objective is to strengthen the technological base and quality assurance capabilities of these enterprises.

Through this support, the Government of Himachal Pradesh intends to improve the competitiveness of local industries, lessen their dependence on external testing services, and encourage a focus on quality and innovation. To apply under the 'Assistance for Technology, Competitiveness, Innovation and Quality Certification (In-house Testing)' scheme, MSMEs must follow the procedure set out in the Himachal Pradesh Industrial Investment Policy 2019.

1. Draft a detailed project report covering the proposed in-house testing facilities and the equipment required. 2. Bear the costs of establishing the facilities and purchasing the equipment, while keeping complete financial documentation. 3. File the application with the designated department, attaching the required paperwork such as proof of expenditure, invoices, payment receipts, and the MSME registration certificate. 4. The concerned authorities will assess the application in line with the policy provisions. 5. Once sanctioned, the eligible reimbursement will be paid to the enterprise.

The Department of Industries, Government of Himachal Pradesh, constitutes a committee that reviews all applications. Assessment centres on whether expenses claimed are legitimate, whether the scheme’s conditions have been followed, and whether the MSME has actually set up in-house testing facilities. Applications that pass this stage move forward for final sanction and release of the subsidy.
