About this scheme

The Investment Promotion Scheme (IPS) 2022 was introduced on May 7, 2022 by the Department of Industries, U.T. Administration of Dadra & Nagar Haveli and Daman & Diu. It functions as an umbrella scheme offering incentives and assistance to the MSME sector, with the goal of advancing industrial growth and entrepreneurship in identified thrust sectors and shielding enterprises from market fluctuations.

The wider IPS 2022 sets out to double the value of exports from processed products, build the U.T. into a manufacturing hub for specific products, advance environmental protection measures, lower unemployment by incentivising local labour, raise women's participation in business, assist first-generation entrepreneurs, develop youth entrepreneurship skills, and promote innovation through R&D and patenting.

Under IPS 2022, the "Scheme For Vaccine Manufacturing Units" operates as a dedicated sub-scheme aimed at the health and biotech sector. It extends financial support to entities producing vaccines. Eligible vaccine manufacturing units can draw on credit-linked interest subsidies as well as capital investment subsidies, with the aim of establishing the U.T. as a key centre for vaccine production and related innovation. New enterprises, along with existing ones pursuing expansion or diversification, are specifically encouraged under the sub-scheme.

How applications are assessed

The precise selection criteria and committee composition are not laid out in detail. Even so, applications under the Investment Promotion Scheme for Vaccine Manufacturing Units are expected to face close scrutiny. An initial screening would verify that all eligibility conditions are met — enterprise status (new or existing), investment type (GFCI), loan approval from a financial institution, and submission within the prescribed timelines.

Those that clear this stage would be examined by a committee drawn from the Department of Industries and, possibly, other relevant U.T. administration bodies. The committee would weigh the proposed investment, the enterprise's commitment to production and employment, and how far the proposal advances the U.T.'s industrial objectives, especially in vaccine manufacturing. Approval would go to enterprises that adhere closely to scheme guidelines and show substantial economic impact.

Frequently asked questions

What is the main objective of the Investment Promotion Scheme (IPS) 2022 for Vaccine Manufacturing Units?

The scheme's main aim is to extend credit-linked interest subsidy and capital subsidy to new as well as existing vaccine manufacturing units, thereby supporting industrial growth, innovation and job creation in the Union Territory of Dadra & Nagar Haveli and Daman & Diu.

Who is eligible to apply for this scheme?

New and existing enterprises that began commercial production within the operative period are eligible, as are enterprises carrying out major expansion or diversification backed by considerable investment in gross fixed capital.

What kind of financial support can an eligible unit expect?

Eligible units may claim a credit-linked interest subsidy of up to ₹60 lakh per annum for 5 years on bank loans, along with a capital investment subsidy of 15% on new plant, machinery and building investments, subject to a ceiling of ₹10 crore.

Is there a deadline to apply for the scheme?

The scheme runs for five years from its May 2022 launch, and enterprises must apply online within one year of either the first loan disbursement or the start of commercial production, whichever falls later.

Is it mandatory to secure a bank loan to avail the benefits?

Yes — the interest subsidy is credit-linked, so it applies only to a term loan sanctioned by a bank or financial institution in line with RBI guidelines. The enterprise must also bear at least 2% of the interest charged on that term loan.

What are the obligations for enterprises receiving the subsidy?

Beneficiary enterprises are required to file yearly details covering production, sales, turnover and employment, and to adhere to pollution control norms.
