About this scheme

The Investment Promotion Scheme (IPS) 2022, introduced on May 7, 2022, is an initiative of the Department of Industries, U.T. Administration of Dadra & Nagar Haveli and Daman & Diu. It seeks to accelerate industrial development and entrepreneurship within designated thrust sectors. As an umbrella framework, it delivers a range of incentives and support to the MSME sector, aiming to create a stable business climate and shield enterprises from market volatility.

The broader IPS 2022 pursues several objectives: doubling the value of exports from processed products, positioning the U.T. as a manufacturing hub for specific goods, advancing environmental protection measures, curbing unemployment through incentives for local labour, increasing women's participation in business, aiding first-generation entrepreneurs, refining youth entrepreneurship skills, and fostering innovation via R&D and patenting.

The "Scheme For Vaccine Manufacturing Units" operates as a dedicated sub-scheme under IPS 2022, focused on the health and biotech sector. It offers financial assistance to entities involved in vaccine production. Eligible units can avail of credit-linked interest subsidies and substantial capital investment subsidies, with the goal of establishing the U.T. as a prominent centre for vaccine manufacturing and related innovation. The scheme supports both new enterprises and existing units pursuing expansion or diversification, ensuring sustained growth in this critical field.

How applications are assessed

The selection process is not fully detailed in the scheme documentation. Applications are expected to undergo a preliminary screening to confirm that they meet all eligibility prerequisites, including enterprise status (new or existing), investment type under GFCI, approval of the financial institution loan, and submission within the stipulated timeline.

Following this, a committee comprising representatives from the Department of Industries and other relevant U.T. administration bodies would evaluate the proposals. The assessment would consider the proposed investment, the enterprise's commitment to production and employment, and its potential contribution to the U.T.'s industrial objectives, particularly in vaccine manufacturing. Approval is granted to enterprises that demonstrate strong adherence to the scheme guidelines and a significant economic impact.
