J&K Tourism Skill Development Allowance

Under the Jammu & Kashmir Tourism Policy – 2020, tourism units can claim reimbursement for staff training expenditure. A unit is entitled to receive 50% of the actual training cost, capped at Rs 10,000 per trainee, and further limited to Rs 50,000 per unit for a single training programme in a year. The scheme operates within an overall ceiling of 20 units annually, meaning the benefit is distributed on a restricted basis among applicants.

Eligibility rests on two conditions. The unit must furnish an undertaking to keep the trained workers employed for a minimum of 3 years, and the training must be conducted at institutes recognised by the Department of Tourism. The scheme's structure thus links the subsidy to employment retention, not merely to the number of persons trained.

Since support is confined to one training programme per unit each year and only 20 units are covered in a given year, submitting an application early in the year is advantageous.

1. Arrange for workers to be trained at an institute that the Department of Tourism recognises. 2. Furnish an undertaking committing to keep the trained workers on the payroll for a minimum of 3 years. 3. File the application on the J&K Single Window portal, in accordance with the Tourism Policy 2020. 4. Along with the reimbursement claim, submit the training cost invoices and the list of trainees.

The scheme operates a cap rather than a contest: no more than 20 units may be supported in a year. Before any reimbursement is paid out, the department checks three things — the training institute's recognition, the employment undertaking, and the training cost.
