About this scheme

The Government of Himachal Pradesh introduced the Manpower Development (Training Cost Reimbursement) scheme under the Tourism Policy 2019. It addresses the skill levels and professional standards of staff working in tourism units throughout the state. The scheme rests on the premise that a trained workforce is necessary for good tourist experiences, and it therefore reimburses part of the training expenditure.

Tourism businesses — hotels, resorts, travel agencies, adventure sports operators and allied services — can claim this reimbursement when they put their employees through professional development. By covering a share of training costs, the scheme gives units a reason to adopt better practices, raise service quality and hold their own in a changing tourism market.

The reimbursement route is meant to be straightforward, so that units can recover eligible expenses without difficulty and find skill upgrading within reach. The support is directed at keeping industry standards high, which in turn helps Himachal Pradesh retain its standing as a tourist destination.

How to apply

- Claims under the Manpower Development (Training Cost Reimbursement) scheme are to be filed with the designated authority, following the detailed guidelines set out in the Himachal Pradesh Tourism Policy 2019 and the accompanying Incentives Guide. - Tourism Units seeking reimbursement normally have to fill in an official application form, obtainable from the state tourism department portal or from the concerned district offices. - Documents generally required in support include evidence of the training cost actually incurred (invoices, payment receipts and fee structures), training completion certificates for the employees, a roster of trainees, and proof that the unit is registered as a Tourism Unit. - All papers submitted must be accurate and complete so that the claim can be processed without delay. - Processing ordinarily begins with a preliminary scrutiny of the application for completeness and eligibility, after which the costs claimed are assessed in detail against the scheme's criteria. Once verification succeeds, the reimbursement is processed and paid directly to the eligible Tourism Unit.
