Marketing Incentives: Karnataka Startup Policy (International Marketing Reimbursement)

The Government of Karnataka runs a reimbursement scheme for startups, administered through the Karnataka Biotechnology and Information Technology Services (KBITS). KBITS functions as a nodal agency of the state government and works to advance the IT, BT and Startup sectors in Karnataka. Under this programme, startups can recover part of what they spend on taking their products to international markets — global trade shows, international conferences and similar promotional activities — so that entry into new markets becomes easier.

Karnataka-based startups can claim 30% of their actual international marketing costs, subject to a ceiling of Rs. 5 Lakhs per company each year. The reimbursement covers travel for trade show participation, international marketing and sales promotion activity, and digital and print publications used for brand building and global outreach. Subscriptions to market research materials are also eligible. Travel support includes economy class airfare and a daily allowance of up to ₹9,300 per day towards lodging, food and local commute during international travel.

Claims are settled half-yearly within the financial year and must be filed within six months of incurring the expense. Applications from woman members of a startup are given preference in reimbursement, reflecting the programme's aim of widening participation in the state's startup ecosystem and encouraging more women entrepreneurs to take their ventures international.

- After a complete application is received, the Karnataka Startup Cell carries out inspection and verification of its contents. - The Nodal Officer forwards the application, with a recommendation, to the Managing Director of KBITS for sanction. - Once approved, applications qualify for reimbursement within three months of the application being received. - The Managing Director of KBITS holds the final say on the decision.

The Karnataka Startup Cell receives applications and checks them on arrival. From there, the Nodal Officer puts the application forward with a recommendation to the Managing Director of KBITS, who grants the sanction. Once approved, the reimbursement applies to international marketing costs borne by DPIIT-recognised startups registered in Karnataka.
