Capital Investment Subsidy for Establishment of Way Side Amenities Under Green Field or Franchise Model

The Tourism Department, Government of Madhya Pradesh, has introduced the "Capital Investment Subsidy for Establishment of Way Side Amenities Under Green Field or Franchise Model" scheme. It is intended to support the development of travel and tourism infrastructure across the state. The programme encourages private investment in standardised facilities along highways and tourist routes, including restaurants, rest areas, fuel stations, and other traveller-oriented services.

Financial assistance under the scheme is designed to lower the initial capital expenditure for entrepreneurs and investors, which may accelerate the creation of new amenities. The initiative is expected to improve comfort and safety for tourists and commuters, while also creating local employment and supporting economic activity in different regions of Madhya Pradesh. It forms part of the state's tourism policy objectives to build a more developed and welcoming tourism ecosystem.

The application process for the Capital Investment Subsidy is conducted online through the Invest Portal of the Madhya Pradesh Government. Applicants must first register on the portal as a "Vendor / Investor," providing basic organisational details such as entity type (Public Limited Company, Private Limited, LLP, Proprietorship Firm, Partnership Firm, Cooperative, Trust, FPO, or Individual), company name, and the authorised person's name. A valid email ID and mobile number are required, as all future correspondence, including login credentials, is sent to these contacts. After completing the initial registration, applicants receive a User ID and password to log in and complete a detailed profile update, which is mandatory before applying for any scheme.

Following registration and profile completion, the main application process begins. Applicants must obtain all required mandatory permissions through the online single-window system. In parallel, they are required to construct their wayside amenity unit, ensuring that the minimum capital expenditure of ₹25,00,000/- is met and properly documented. Once commercial operations commence, applicants must collect evidence of this operational status. The final step involves submitting the capital subsidy application online, along with all supporting documents, within one year from the date of commencing commercial operations. The Tourism Department/Board then verifies the submitted application and documents, after which the eligible subsidy claim is processed and disbursed. This procedure is designed to maintain compliance and transparency in the allocation of state support.

The selection process for the Capital Investment Subsidy is administrative, centred on document verification and compliance. After an application is submitted online, the Tourism Department/Board reviews all documents against the scheme’s eligibility criteria and the "Way Side Amenities Policy 2016." The review confirms that the minimum capital expenditure is met, the unit follows the approved model (Green Field or Franchise), and the location is a department-identified or approved site. No competitive pitch rounds or jury evaluations are involved.

Once verification is successful and approval is granted, the subsidy claim is processed and funds are disbursed to the eligible beneficiary, concluding the selection and award phase.
