About this scheme

Under clause 6.2 of the Nagaland Trade Investment and Industrial Policy (NTIIP) 2025, the State Capital Interest Subvention Incentive (SCISI) lowers borrowing costs for units operating in the State's thrust sectors.

New units that qualify, along with expanding units in manufacturing, retail and services, are offered interest subvention of 5% on loans disbursed up to Rs 1 crore. To be eligible, the loan must finance eligible plant and machinery in the case of manufacturing, or buildings and other durable physical assets for service and retail units.

A unit that has already received assistance under clauses 6.1.1, 6.1.2 or 6.1.3 of the same policy cannot claim this subvention. Where a unit avails a similar benefit under the Centre's UNNATI scheme, the State pays only the differential amount.

Eligibility conditions:

- The unit must be new or undergoing expansion, and located in Nagaland. - It must operate in the manufacturing, retail or service sector. - It must fall within a thrust sector notified under NTIIP 2025. - The loan must be used to fund eligible plant and machinery, buildings or other durable physical assets. - Units already assisted under clauses 6.1.1, 6.1.2 or 6.1.3 are not eligible. - Where a similar benefit is claimed under UNNATI, only the difference is paid.

How to apply

1. Obtain a term loan from a bank or financial institution for plant, machinery or physical assets that qualify. 2. File an application with the Nagaland Department of Industries and Commerce under clause 6.2 of NTIIP. 3. Furnish the sanction letter, disbursement statement and interest certificate issued by the lender. 4. Disclose any benefit already claimed under UNNATI, so that the differential can be calculated.

Before any subvention is released, the Department of Industries and Commerce carries out checks on three fronts: whether the unit qualifies as a thrust-sector entity, what kind of assets the financing covered, and how the loan has actually been disbursed.
