The necessary paperwork should then be assembled. This generally comprises the ZED certification proof, itemised invoices for the Plant & Machinery or testing equipment acquired, payment evidence, company incorporation records, the MSME registration certificate, and any additional forms or declarations the policy specifies.

The completed application form, accompanied by all supporting documents, must be submitted to the appropriate authority. In practice, such submissions are handled through District Industries Centres (DICs) or a dedicated online portal run by the Odisha MSME Department.
