About this scheme
The Micro Small and Medium Enterprises Department, Government of Tamil Nadu, runs the Payroll Subsidy scheme. Its purpose is to reduce the employee cost burden borne by MSMEs in the state. The scheme lowers operational expenses tied to employee benefits by reimbursing the employer's share of Employees' Provident Fund (EPF) contributions. In doing so, it encourages job creation and retention, particularly in economically significant sectors and industrially backward areas.
The scheme supports the state government's wider goal of building a robust and competitive MSME ecosystem. It is aimed at businesses that have started commercial production and satisfy specified employment criteria, so that the subsidy reaches active and growing enterprises. For MSMEs, which often form the backbone of local economies, the scheme releases capital that can be reinvested in growth, innovation or further employment.
Reimbursement is structured over three years. This gives businesses predictable financial relief, helping them plan more effectively and sustain their workforce.

How applications are assessed
The Micro, Small, and Medium Enterprises Department, Government of Tamil Nadu, screens every Payroll Subsidy application it receives. Verification covers three things: whether the applicant meets the eligibility criteria, whether the form has been filled in correctly, and whether the documents enclosed are valid.
Assessment then turns on two points — compliance with the prescribed employee strength and the accuracy of EPF contribution particulars. Department officials, possibly at District Industries Centre (DIC) or Regional Joint Director (RJD) level, carry out this scrutiny against the scheme guidelines.
