PMKSY Food Safety Top-up (AP)

This incentive sits under the Andhra Pradesh Industrial Development Policy (IDP), MSME and EDP, and the Food Processing Policy (FPP 4.0) 2024-29, notified by the Government of Andhra Pradesh, Department of Industries. It extends financial support to businesses running projects centred on Food Safety and Quality Assurance.

The scheme applies to technical civil work in food processing areas that have already received sanction under the Pradhan Mantri Kisan Sampada Yojana (PMKSY) from the Ministry of Food Processing Industries (MoFPI), Government of India.

Its purpose is to promote and enable the uptake of high standards in food processing infrastructure, so that the safety and quality of food products from Andhra Pradesh improve. Offered as a top-up subsidy, it lowers the financial load on businesses making critical infrastructure investments needed for compliance and for a competitive edge in the food sector.

Applicants must consult the detailed application guidelines issued under the Andhra Pradesh Industrial Development Policy (IDP), MSME & EDP, and the Food Processing Policy (FPP 4.0) 2024-29, all of which can be accessed on the apindustries.gov.in portal. Submission generally follows a multi-stage format:

- A detailed project report setting out the scope of technical civil work - Official documents establishing sanction of the project under the Pradhan Mantri Kisan Sampada Yojana (PMKSY) - Certified particulars of expenditure on eligible civil work components - Incorporation documents, GST registration and MSME Udyam registration, where required

Once submitted, the application is expected to undergo a screening stage in which documents are checked for completeness and eligibility. Projects that clear screening move to a detailed evaluation covering the project itself and the costs incurred. Following final approval, the subsidy is released in tranches across the stipulated five-year period, subject to the filing of periodic progress reports and utilization certificates.

The sanctioning authority under the Government of Andhra Pradesh, Department of Industries, evaluates each application. Screening comes first: project reports and supporting documents are checked for completeness and for satisfaction of the basic eligibility conditions, in particular the prior sanction under PMKSY and the type of technical civil work proposed. A detailed assessment follows, in which eligible project costs are verified and conformity with the specific provisions of the FPP 4.0 policy is established. Site visits or expert reviews may form part of this stage.

Approval of the subsidy and the disbursement schedule are decided on the basis of this technical and financial evaluation, so that funds reach genuine food safety and quality assurance initiatives.
