About this scheme
Under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), bivalve cultivation — mussels, clams, pearl oysters and allied species — is supported by the Department of Fisheries, as listed at item 2.7 of the scheme's mariculture activities.
Each unit carries a benchmarked cost of ₹0.20 lakh. Against this, a general beneficiary receives ₹0.08 lakh (₹8,000) per unit, while an SC/ST/Women beneficiary receives ₹0.12 lakh (₹12,000) per unit; the remaining amount is borne by the beneficiary. For fisher households and SHGs already operating in the estuary or backwater, this offers a low-capital route into coastal mariculture.
Applications are routed through the State/UT Fisheries Department.

How to apply
- Draft a proposal for bivalve cultivation units, worked out at ₹0.20 lakh per unit. - File it with the District or State Fisheries Officer under PMMSY. - Enclose particulars of site or water-body access, along with a category certificate in cases where the higher rate is being claimed. - The State Fisheries Department takes up the proposal for appraisal and sanctions it under the Annual Action Plan. - Funds are disbursed once the established units have been verified.
How applications are assessed
State and UT Fisheries Departments assess proposals for conformity with PMMSY activity norms and unit costs, rank them within the sanctioned Annual Action Plan outlay, and pass them on for approval. Assistance is released only after the asset created has been physically verified.
