About this scheme
The Pradhan Mantri Matsya Sampada Yojana (PMMSY) includes support, delivered by the Department of Fisheries, for setting up new brackish-water hatcheries for shellfish and finfish where a local need exists. This corresponds to item 1.6 on the scheme's list of activities.
Each hatchery carries a benchmarked unit cost of ₹50.00 lakh. A general beneficiary receives ₹20.00 lakh in government assistance, while an SC/ST/Women beneficiary receives ₹30.00 lakh; the promoter covers the remainder. Since the activity is classified as need based, the State Fisheries Department takes local seed demand into account while appraising the proposal.
Applications route through the State/UT Fisheries Department, and sanction happens within the state's Annual Action Plan.

How to apply
1. Draw up a project proposal or DPR for the brackish-water hatchery, worked out at a unit cost of ₹50.00 lakh, and include a note on the demand for seed in the local area. 2. File it with the District or State Fisheries Officer under PMMSY. 3. Enclose documents covering the site, water quality and land, along with a category certificate in cases where the higher rate is being claimed. 4. The State Fisheries Department assesses the need and sanctions the proposal under the Annual Action Plan. 5. Funds are released once the progress of the hatchery has been verified.
How applications are assessed
State and UT Fisheries Departments assess proposals for conformity with PMMSY activity norms and unit costs, rank them within the outlay set by the approved Annual Action Plan, and pass them on for sanction. Assistance is released only after the asset created has been physically verified.
