PMMSY: Ice Plant/Cold Store of minimum 10-ton capacity Haryana

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) supports the establishment of ice plants or cold stores with a minimum capacity of 10 tons in Haryana. This initiative, run by the Ministry of Fisheries, Animal Husbandry & Dairying, Government of India, is designed to strengthen fish preservation and cold chain infrastructure within the state. It operates as a centrally sponsored scheme, with funding split equally—50% from the Central Government and 50% from the State Government.

Beneficiaries must keep the unit running continuously, bear all maintenance and post-construction expenses, and provide ice to local fishers and fish farmers at reasonable rates. By improving post-harvest management and the fisheries value chain, the programme supports the livelihoods of fishers and farmers through better product preservation infrastructure.

**Applying for the Scheme**

**Step 1: Register on the Antyodaya-SARAL Portal** - Go to the official website: saralharyana.gov.in. - Select “New User/Register Here” and provide the required details: Name, Email ID, Mobile Number, and a password. Submit the form. - Activate your profile by entering the OTP sent to your email and mobile number, or by clicking the verification link provided.

**Step 2: Log In and Submit Your Application** - Return to saralharyana.gov.in. - Choose the “Sign in here” option on the right side of the page, enter your credentials, and press the ‘Login’ button. - In the next window, click on “Scheme/Services list” to view the available schemes. - Pick the PMMSY Ice Plant/Cold Store scheme and click “Apply for Service/Scheme”. - Complete the online application form with all required information, upload the necessary documents (including the DPR and proof of land ownership or lease), and click "Submit".

**Step 3: Apply Offline via a Common Service Centre** - Eligible applicants can visit the nearest Atal Seva Kendra (Common Service Centre) with all required documents. Staff at the centre will assist with the application.

**Step 4: Track Your Application** - Check the status of your application or appeal online at status.saralharyana.nic.in. - Track service tickets online at eticketing.saralharyana.nic.in/CitizenViewComplaints.aspx. - For registered mobile numbers, send 'SARAL' to 9954699899 to receive updates via SMS. - For other mobile numbers, send SARAL<space><Application ID/Ticket No.> to 9954699899 to track your application or ticket by SMS.

Subsidy disbursal under this component is determined by the actual project costs incurred, subject to the overall ceiling limits prescribed for the relevant Pradhan Mantri Matsya Sampada Yojana (PMMSY) sub-components. Applications are assessed through a detailed verification of eligibility criteria, the Detailed Project Report (DPR) and its accompanying undertakings, and the validation of land ownership or a long-term registered lease.

Once the application is evaluated and approved by the competent authorities, the eligible subsidy is released in accordance with the standard procedures under the PMMSY guidelines. Disbursement is expected to follow a milestone-based schedule, aligned with the progress of project construction.
