PMMSY: Ice Plant/Cold Store of minimum 10-ton capacity Haryana

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) supports the setting up of ice plants and cold stores of at least 10 tons capacity in Haryana. The scheme is run by the Ministry Of Fisheries, Animal Husbandry & Dairying, Government of India, and its purpose is to strengthen fish preservation and cold chain infrastructure in the state through subsidies for such units.

Funding is shared equally under this centrally sponsored scheme: the Central Government provides 50% and the State Government provides 50%.

Beneficiaries are required to keep the unit running continuously, bear all maintenance and post-construction costs, and sell ice to local fishers and fish farmers at affordable rates. In this way the scheme supports the wider fisheries ecosystem in Haryana.

**Applying online through the Antyodaya-SARAL portal**

1. Go to the official portal at saralharyana.gov.in. 2. Choose "New User/Register Here" and enter the mandatory fields — name, email ID, mobile number and password — then submit. 3. Activate your profile by verifying the OTP sent to your email and mobile number, or by using the verification link.

**Logging in to submit your application**

1. Go to saralharyana.gov.in. 2. Select "Sign in here" on the right-hand side of the screen, enter your credentials and press the 'Login' button. 3. In the window that opens, select "Scheme/Services list" to view the schemes on offer. 4. Pick the PMMSY Ice Plant/Cold Store scheme and select "Apply for Service/Scheme". 5. Complete every required field in the online application form, upload the necessary documents (including the DPR and proof of land ownership or lease), and press "Submit".

**Applying offline through a CSC**

Applicants who are eligible may go to the closest Atal Seva Kendra (Common Service Centre) carrying all required documents, where Kendra staff will help them apply.

Assistance from the centre is released against the project cost actually incurred, and remains subject to the ceiling limits set for each sub-component under the Pradhan Mantri Matsya Sampada Yojana (PMMSY). Every application is scrutinised against the eligibility criteria, the Detailed Project Report (DPR) filed along with it, the undertakings furnished, and proof of land ownership or a long-term registered lease.

Once the competent authorities complete this appraisal and grant approval, the subsidy due is released following the procedures prescribed in the PMMSY guidelines, most likely in instalments tied to milestones as construction of the project advances.
