About this scheme

The Industries and Commerce Department of the Union Territory of Puducherry introduced the Employment Incentive scheme on 1 April 2017. It applies throughout the UT of Puducherry and combines a wage subsidy with the aim of encouraging entrepreneurs to set up industrial units.

Industrial units that qualify can claim 20% of wages or salary, subject to a ceiling of ₹5,00,000 per annum, for workers covered under Provident Fund (PF). The subsidy runs for 5 years in the Puducherry and Karaikal regions and 7 years in the Mahe and Yanam regions. Disbursement may happen in a single instalment or several, depending on the availability of funds.

Where a bank has financed the unit, the subsidy is channelled through that financial institution, either to adjust the loan or to fund additional fixed assets or working capital. Self-financed units are paid directly by the department.

The scheme seeks to encourage industrial growth and generate employment in the region by lowering employment costs for eligible enterprises.

- Any Micro, Small, Medium or Large Industry may apply. - Investment must have been made on or after 1st April 2017. - At least 60% of the unit's employment must go to residents of the Union Territory of Puducherry. - The unit must give direct employment to a minimum of 10 persons. - Provident Fund (PF) coverage is required for the workers employed by the unit. - The industrial unit must not transfer or dispose of its fixed assets, plant and machinery included, for 5 years counted from the date of application or the date of subsidy disbursement, whichever falls later.

- The industrial unit must file its claim for the incentive or subsidy in the prescribed form, which can be obtained from the Official Website of the Directorate of Industries and Commerce, Puducherry. - Complete every mandatory field in the application form and enclose copies of all required documents, self-attested where necessary. - Hand over the completed, signed application form along with the documents to the authority concerned. - Obtain a receipt or acknowledgement from the authority receiving the application. Confirm that it records the key particulars, including the date and time of submission and a unique identification number, where applicable.

How applications are assessed

The Directorate of Industries examines each application on merit to establish how much incentive, subsidy or assistance is admissible. Once evaluated, applications go before the State Level Committee, which weighs the merits of every case, determines whether the unit is eligible, and recommends the amount payable, so that decisions remain fair and conform to the scheme guidelines.
