Market Development Support Assistance

The Industries and Commerce Department of the Union Territory of Puducherry operates the Market Development Support Assistance scheme, which is directed at industrial growth and wider market access for local businesses. The scheme has been in force since April 1, 2017, covers the whole of Puducherry, and extends financial assistance to industrial units. Its focus is the expense of taking part in international trade fairs, which the department treats as a route to market expansion and global exposure.

The scheme is intended to encourage entrepreneurs to enter new markets, present their products and services internationally, and add to the region's economic development. Assistance takes the form of a reimbursement, covering a substantial portion of expenditure on booth rent, promotional literature and display materials.

By reducing this cost burden, the scheme leaves industrial units with more resources for product innovation and operational efficiency, which supports their competitiveness in domestic and international markets.

- **Step 1:** Obtain the prescribed application form from the Directorate of Industries and Commerce, Puducherry's official website, and register the claim for the incentive or subsidy grant. - **Step 2:** Complete every mandatory field in the application form accurately, and attach self-attested copies of all documents that are mandatory. - **Step 3:** Submit the signed, duly filled application form together with all supporting documents to the concerned authority at the Directorate. - **Step 4:** On submission, ask the concerned authority for a receipt or acknowledgement and collect it. Make sure the receipt carries key details, including the date and time of submission and, where applicable, a unique identification number. - **Application Deadline for New Units:** The application must be made within one year from the date of commencement of obtaining the Entrepreneurs Memorandum Part-2/ Permanent Registration/ Commencement of Production Certificate. - **Application Deadline for Existing Units:** The application must be made within one year of completion of Expansion/ Diversification/ Modernization.

Once an application is submitted, the Directorate of Industries examines it on merit. This first-level scrutiny establishes whether the unit is eligible and works out how much assistance it can receive under the scheme.

The application, along with the Directorate's recommendations, then goes to the State Level Committee. That committee reviews each case in detail and takes the final call on whether the industrial unit should be granted the incentive or subsidy, and it recommends the precise amount of financial assistance payable.
