Punjab's Industrial and Business Development Policy 2022 offers eligible units either a full waiver or a reimbursement of Change of Land Use (CLU) and External Development Charges (EDC). These charges apply when industrial land is converted and developed.
For a unit that purchases or converts land to set up a plant, CLU and EDC typically rank among the biggest one-time statutory payments due before construction starts. Waiving them therefore brings down the initial project cost, not the ongoing cost of operations.
If the charges have already been paid, the unit receives the benefit as a reimbursement rather than an upfront exemption.
