About this scheme
Under Punjab's Industrial and Business Development Policy 2022, an industrial unit taking a loan from a financial institution pays no more than Rs. 10,000 in stamp duty on a registered mortgage, per instrument. This brings the charge on a registered mortgage in line with what an equitable mortgage attracts as lien.
Stamp duty on a registered mortgage is otherwise levied ad valorem, so the payable amount rises along with the loan. That is the reason borrowers have tended to opt for an equitable mortgage rather than a registered one.
By fixing a flat ceiling of Rs. 10,000, the policy does away with the cost disadvantage that a registered charge earlier carried. Large term loans can now be secured through a properly registered mortgage without the stamp duty outgo becoming prohibitive.

- Enrol the unit on the Invest Punjab Business First portal. - While executing the registered mortgage, invoke the concession available under the Industrial and Business Development Policy 2022. - Furnish the loan sanction letter issued by the financial institution together with the mortgage instrument. - Remit the duty at the capped rate at the time of registration.
