Under Punjab's Industrial and Business Development Policy 2022, units holding permission for Direct Purchase are exempted from a condition in the licence granted by the Punjab Agricultural Marketing Board (PAMB) that requires payment of 2% above the Minimum Support Price. For a food-processing or agri-input unit that buys directly from farmers rather than through a mandi, this condition adds a recurring charge to each rupee of procurement; the exemption therefore lowers raw-material cost continuously, not as a one-time capital gain.
