Under Clause 12.9 of the Industrial and Business Development Policy 2022 of Punjab, units operating in the State's notified thrust sectors receive a full exemption from property tax for a decade, counted from the date commercial production begins. The benefit is open to both MSME and large units.
Service-oriented businesses are kept out of this relief. The policy names tourism and hospitality, entertainment, cinema halls, multiplexes, healthcare, education services and retail as expressly excluded.
Set against the standard large-unit route, which offers 50% relief for 7 years, the thrust-sector benefit amounts to a complete waiver running three years longer. For a project located in a thrust sector, this ranks among the most tangible financial advantages.

How to apply
- Verify that the project belongs to a notified Thrust Sector, then obtain eligibility approval under the Industrial and Business Development Policy 2022 - Note the date on which commercial production began, since the 10-year relief period is counted from that date - File the property tax exemption request on the Invest Punjab Business First portal, and also with the local body wherever this is stipulated - Enclose the project approval, particulars of the premises, and evidence of commencement of commercial production - For each qualifying year, the exemption appears in the municipal property tax demand
How applications are assessed
The exemption is non-competitive. The department checks two things: whether the unit qualifies as thrust-sector and whether it falls outside the excluded service sectors. It also verifies the date of commercial production. Once these are confirmed, the exemption is applied to the property tax demand.
