About this scheme
Under Clause 12.9 of the Industrial and Business Development Policy 2022, Punjab extends its largest investment subsidy to units operating in the thrust sectors it has designated. A qualifying unit receives full reimbursement of net SGST paid on intra-state sales for a decade starting from the date commercial production begins. The total benefit cannot exceed 125% of the unit's Fixed Capital Investment. Eligibility extends to both MSME and large units.
The 125% ceiling carries the most weight. A thrust-sector unit can, over time, recover an amount exceeding its whole fixed capital outlay — something the general large-unit track does not permit. Punjab treats this as a deliberate premium, offered to draw investment into the industries it has marked as priorities.

How to apply
1. Verify that the project belongs to a notified Thrust Sector, then obtain eligibility approval under the Industrial and Business Development Policy 2022. 2. Begin commercial production and note the date on which it starts, since the 10-year window is counted from that point. 3. Register the fixed capital investment with the department, because it determines the 125% cap. 4. Submit periodic reimbursement claims through the Invest Punjab Business First portal, attaching GST returns that show the net SGST paid on intra-state sales. 5. Claims remain open until either 10 years have passed or the cap has been fully used.
How applications are assessed
The department operates a non-competitive process. It first confirms that the applicant falls within a thrust sector and meets the eligibility conditions. It then checks the fixed capital investment (FCI) and the net SGST claimed for each period, and reimburses that amount subject to a ceiling of 125% of FCI.
