About this scheme
Clause 12.9 of the Industrial and Business Development Policy 2022 of Punjab provides a state-level top-up over the Centre's SPECS scheme, which supports electronics manufacturing. Where MEITY sanctions capex support for an ESDM unit under SPECS, Punjab releases an additional 50% of that sanctioned sum, subject to a ceiling of ₹10 crore per unit.
Access to this benefit is restricted by design. Only the first 10 ESDM units are eligible, and an applicant must additionally meet the minimum investment that MEITY prescribes under SPECS from time to time.
Since the state incentive is computed on the central amount sanctioned, the workable order of steps is to obtain SPECS approval first; the Punjab claim is filed thereafter.

How to apply
1. Submit an application to MEITY under the SPECS scheme and obtain approval for capex support for the ESDM unit. 2. Confirm that the unit satisfies the minimum investment stipulated under SPECS. 3. Lodge the state top-up claim on the Invest Punjab Business First portal, enclosing the MEITY sanction letter together with proof of disbursement. 4. Furnish fixed capital investment records and unit registration particulars. 5. Punjab disburses 50% of the sanctioned central capex support, subject to a ceiling of ₹10 crore and the limit of 10 units.
How applications are assessed
The top-up is allocated on a first-come basis, subject to a ceiling of 10 ESDM units. Before any disbursal, the department checks the SPECS sanction issued by MEITY, confirms that the minimum investment requirement is met, and verifies the capital expenditure that has actually been supported. The 50% top-up is released only after these checks are complete.
