About this scheme

The Department of Industries and Commerce, Government of Rajasthan, operates the "Scheme for Additional Interest Subsidy over and above RIPS 2024 and Reimbursement of Annual Credit Guarantee Fee" under the Rajasthan MSME Policy 2024. The scheme has two objectives: generating new employment across Rajasthan, and helping enterprises set up and grow. It does this by extending additional interest subsidies on loans and by reimbursing the annual credit guarantee fee charged on collateral-free loans.

Support under the scheme goes to newly created Micro, Small and Medium Enterprises (MSMEs), as well as to existing units undertaking expansion, diversification or modernisation.

The scheme remains in force until March 31, 2029, giving enterprises a defined window for long-term industrial planning.

The Office of the Commissioner, Industries & Commerce, oversees implementation at the state level. Execution takes place through District Industries & Commerce Centers.

- Interest subvention subsidy must already have been sanctioned in the applicant's favour under RIPS 2024. - The beneficiary enterprise must belong to at least one of these categories: - One District One Product (ODOP) enterprises operating in their respective districts. - Enterprises owned by Scheduled Caste (SC), Scheduled Tribe (ST), or women entrepreneurs. - Young entrepreneurs of the state, aged 18 to 45 years, setting up a new enterprise, with a loan ceiling of up to ₹10 crore. - Setting up of new MSMEs, or expansion, diversification, or modernization of existing MSMEs, located in Area Category 3 as defined under RIPS 2024.

How to apply

- **Step 1:** Obtain the application form (Annexure 1.1) either from the official website or through the link provided. - **Step 2:** Complete every mandatory field in the form and enclose self-attested copies of all documents required. - **Step 3:** Send the completed, signed application together with the documents to the General Manager, District Industries & Commerce Centre (DICC), where the loan amount is up to ₹10 crores; where the loan exceeds ₹10 crores, send it to the Commissioner, Industries & Commerce. - **Note:** The application has to reach the authorities within 6 months from the date interest subvention is approved under RIPS 2024. Where a delay occurs, the approval committee may condone it for up to 6 months if valid reasons are furnished.

How applications are assessed

For loans up to ₹10 crores, the District Level Task Force Committee (DLTFC) carries out the review; applications above ₹10 crores go to the High-Level Task Force Committee (HLTFC). The Commissioner of Industries and Commerce, Government of Rajasthan, chairs both committees.

Once approval is granted, an applicant may claim the quarterly subsidy and reimbursement by filing a CA Certificate (Annexure 1.2) with the concerned GM, DICC, who holds the authority to disburse the sanctioned amount.
