Raising and Accelerating MSME Performance (RAMP) Interventions: Reimbursement of Testing and Certification Cost in Wire Cable Industry- DNH&DD

The Raising and Accelerating MSME Performance (RAMP) scheme is an initiative of the Government of India, supported by the World Bank, aimed at strengthening Micro, Small, and Medium Enterprises across the country. Within RAMP, "Intervention 2: Reimbursement of Testing and Certification Cost in Wire Cable Industry" is implemented by the Department of Industries in the Union Territory of Dadra & Nagar Haveli and Daman & Diu. This intervention addresses the financial burden of testing and certification for MSMEs in the wire and cable sector. It provides reimbursement to help these enterprises meet national and international quality standards, enabling their entry into domestic and export markets.

1. Access the Web Portal: Begin by visiting the official Single Window Portal for the UT Administration at http://swp.dddgov.in/. This is the central point for submitting all required materials. 2. Complete the Application Form: Fill in the prescribed form, known as Annexure I, with accurate details. This includes information on the MSME unit, its operations, and the specific testing and certification expenses for which reimbursement is claimed. 3. Upload Supporting Documents: Attach all documents listed in Annexure II. These generally comprise valid invoices and payment receipts for the testing/certification services, the Udyam registration certificate, proof of at least one year of operational activity, and relevant incorporation papers. 4. Submit the Application: Once the form is fully completed and all documents are attached, submit the application online to the General Manager, District Industries Centre (DIC). 5. Review and Verification: The UT RAMP Programme Committee (UTRPC) will then examine the application. This includes verifying eligibility, checking the authenticity of the documents, and confirming the validity of the claimed expenses. 6. Sanction Order: Following a favourable assessment by the UTRPC, the District Industries Centre (DIC) will release a formal sanction order approving the reimbursement. 7. Fund Transfer: The approved amount is credited directly to the applicant’s designated loan or cash credit account through RTGS/NEFT. 8. Processing Time: Applications are typically processed within 90 days of submitting complete and accurate documentation. 9. Order of Processing: Applications are handled on a first-come, first-served basis, depending on the funds available for this scheme. Submitting early with full documentation is recommended.

The assessment of applications under the RAMP Reimbursement of Testing and Certification Cost intervention follows a structured review. After an applicant submits the form online, the UT RAMP Programme Committee (UTRPC) examines each submission in detail. This body, made up of departmental experts and officials, checks the forms and attached documents against all eligibility conditions, such as Udyam registration, how long the business has been operating, and the type of testing or certification costs claimed. The committee also confirms that testing agencies hold valid accreditation and that invoices and payment proofs are genuine.

Once the UTRPC gives its recommendation, the District Industries Centre (DIC) takes the final call and issues the sanction order for eligible MSMEs. Applications are processed on a first-come, first-served basis, so submitting a complete and accurate application early improves the chances of approval.
