To qualify, the unit must be a first-time exporter, meaning an established MSME with no prior export history is treated on par with a new unit. Only exporting units registered within Rajasthan are eligible, and only consignments moved through the state's own inland container depots or air cargo complex are counted. How applications are assessed

The department does not run a competitive selection. It checks that the applicant holds MSME status, qualifies as a first-time exporter, uses state export infrastructure for routing, and has actually paid the freight. Once these conditions are confirmed, 25% is reimbursed, subject to the annual ceiling.
