About this scheme
Under RIPS 2024, the Platinum Package sets its highest ceiling for Asset Creation Incentive on projects that are both very large and strategically aligned. Where an enterprise invests above INR 4,000 crore and is export oriented while also promoting the green economy, the cap may be revised up to 3% of EFCI.
EFCI refers to the Eligible Fixed Capital Investment recognised for the project, which means the ceiling moves in step with the capital actually deployed. Because the wording is permissive — the cap *may* be revised — this is an approval the state grants to a qualifying project rather than an automatic entitlement, and it is settled during negotiation of the customised package.
This sits one step above the standard Platinum ceiling, and is pursued through the RIPS 2024 route on Rajasthan's Rajnivesh single-window investment portal.

How applications are assessed
The competent authority carries out an appraisal of the project, looking at its investment, its orientation towards exports and its green economy credentials. On that basis, it determines whether the Asset Creation Incentive ceiling should be revised, and if so, whether to raise it to as much as 3% of EFCI.
Frequently asked questions
What is the revised cap?
The ceiling can be raised to as much as 3% of EFCI.
What qualifies a project?
Enterprises qualify if they invest over INR 4,000 crore, or if they are export oriented and promote the green economy.
Is the revision automatic?
No. The clause provides only that the cap may be revised, so a qualifying project receives an extension rather than a guarantee.
What is EFCI?
What is Eligible Fixed Capital Investment? It is the capital investment recognised for the project, and the percentage cap is applied against this amount.
How does it differ from the standard Platinum ceiling?
For projects exceeding INR 3,000 crores with more than 1,500 employees, the same clause provides a higher Platinum ceiling, which this revision applies to large export-oriented green projects.
Where is this defined?
Clause 5.3 of the Rajasthan Investment Promotion Scheme 2024 governs this.
