About this scheme
The Tripura Industrial Investment Promotion Incentives Scheme, 2022 (TIIPIS 2022) provides a Capital Investment Subsidy to new and expanding industrial enterprises that invest in fixed capital within the State. This is incentive 1 under the scheme — a post-investment claim filed by the unit, neither a prize nor a loan.
The rate depends on whether the enterprise falls in the Non-Thrust Sector or the Thrust Sector, and on whether it is an MSME or a Large unit. Non-Thrust Sector MSMEs get 30% of fixed capital investment, capped at Rs. 100 lakhs per enterprise. Thrust Sector MSMEs get 40% of fixed capital investment, capped at Rs.125 lakhs per enterprise. ST, SC, PH and Women enterprises receive an additional 5% within those same ceilings of Rs.100 lakhs or Rs.125 lakhs — a top-up, not a separate reserved window. Large units get 30% or 40% of investment on land and building, with a subsidy ceiling of Rs. 200 lakhs. Substantial expansion is treated at the same 30% / 40% rates within the MSME ceilings.
Private industrial-infrastructure developers are excluded from this incentive. The intended claimant is a founder building a factory, expanding plant, or putting up land and building for their own unit. The subsidy applies to eligible fixed capital and is released after the Department of Industries and Commerce verifies the investment — it is not an advance available before the plant exists.
TIIPIS 2022 is a rolling State scheme; this clause sets no annual application window. Units apply through the District Industries Centre and the SWAAGAT single-window portal of the Government of Tripura. Bills, bank statements, land records and commissioning proof should be retained so the claim can be checked against actual expenditure. Since Large units are eligible alongside MSMEs, this is not an MSME-only product. Udyam registration helps an MSME establish its category and select the 30% or 40% band, but it does not bar a Large unit. The scheme takes no equity and does not seek repayment of the subsidy if the unit remains eligible. Claims are for enterprises located in Tripura.

How applications are assessed
There is no shortlisting of applicants and no competition-style pitch. Verification is carried out by the District Industries Centre together with the Department of Industries and Commerce, which confirm that the applicant is an eligible industrial enterprise in Tripura, that the investment falls within the claimed Non-Thrust, Thrust or Large band, and that the bills substantiate both the applicable percentage and the ceiling of Rs. 100 lakhs, Rs. 125 lakhs or Rs. 200 lakhs. Claims supported by incomplete documents, or by expenditure that does not qualify as eligible fixed capital — or, in the case of Large units, as land and building — are either queried or turned down. A claim that clears scrutiny is approved and reimbursed. Private industrial-infrastructure developers are eliminated during this stage.

No. This incentive applies only to industrial enterprises that invest in their own fixed capital; private industrial-infrastructure developers cannot claim it.
Is this a loan or does the State take equity?
It is neither a loan nor an equity arrangement, but a subsidy reimbursement; the clause requires no repayment of the amount and no share in the company.
