## Tripura Industrial Investment Promotion Incentives Scheme, 2022 — Section 7: EMD and Bid Security Exemption

Under section 7 of the Tripura Industrial Investment Promotion Incentives Scheme, 2022, bidders are relieved of the requirement to furnish earnest money or bid-security deposits against goods-procurement tenders issued by State Government Agencies. The relief is a full 100% exemption, not a cash grant. Where the clause applies, no EMD or bid security is deposited, and the tendering State Agency is bound to give effect to the exemption for bidders who qualify as local.

Two categories of bidders are covered. The first is local manufacturers, who receive a 100% exemption from Earnest Money and Bid Security Deposits on such goods tenders. The second is local service-sector entrepreneurs — other than those in works contract and IT/ITeS — who are eligible for State Capital Investment Subsidy under TIIPIS 2022; they too are extended the same benefit. Works-contract bidders and IT/ITeS service entrepreneurs fall outside this second category.

The exemption applies to tenders floated by State Government Agencies for procurement of goods. Tenders from central government or private parties are not covered by this clause. The exemption covers 100% of EMD and bid security, and no rupee ceiling is attached, since the benefit is not a reimbursement of a fixed sum.

To claim it, an enterprise must be able to establish that it is a local manufacturer, or a local service entrepreneur eligible for State Capital Investment Subsidy under TIIPIS 2022 and outside the excluded works-contract and IT/ITeS categories. Proof should be carried at the time of bidding — Udyam or industrial registration, evidence of location in Tripura, and, for the service category, documentation of CIS eligibility under TIIPIS 2022.

TIIPIS 2022 operates on a rolling basis and this clause carries no deadline. It is administered by the Department of Industries and Commerce together with the tendering State Agency. Because no rupees are disbursed, this record leaves amount_min, amount_max and disbursement_mode unset. The support is regulatory in nature rather than cash-based.

- Verify that you are either a local manufacturer in Tripura or a local service-sector entrepreneur who qualifies for State Capital Investment Subsidy under TIIPIS 2022, and that you do not fall under works contract or IT/ITeS. - Maintain your industrial or local registration and, for the service-sector route, documentary proof of CIS eligibility under TIIPIS 2022. - Whenever a State Government Agency issues a goods-procurement tender, place your bid claiming full exemption from Earnest Money and Bid Security Deposits, attaching that proof. - Should the Agency require departmental confirmation, secure it through SWAAGAT (https://swaagat.tripura.gov.in/) or the District Industries Centre. - The clause provides no rupee claim form for this incentive; the result is simply that EMD and bid security are not paid. - TIIPIS 2022 operates on a rolling basis; claim the exemption on every eligible tender as and when it opens.

There is no competitive grant round here. The tendering State Government Agency, assisted by the Department of Industries and Commerce when required, verifies two things: that the bidder is either a local manufacturer or a local service entrepreneur qualifying for State Capital Investment Subsidy under TIIPIS 2022, and is not excluded as a works contract or IT/ITeS entity; and that the tender concerns procurement of goods. Should these conditions not be met, EMD and bid security stay payable. Where they are met, the 100% exemption applies. No cash is scored or disbursed.
