## Tripura Industrial Investment Promotion Incentives Scheme, 2022 (TIIPIS 2022)

The Department of Industries and Commerce, Government of Tripura, runs the Tripura Industrial Investment Promotion Incentives Scheme, 2022 (TIIPIS 2022). Under it, half the cost of moving certain raw materials is reimbursed — materials that local industry requires but does not always produce on site.

The scheme reimburses 50% of the transportation cost of secondary raw materials for local resource based industry, and of raw materials required for manufacturing of packaging materials in the packaging industries in the State. Transport subsidy applies to the movement of raw materials from the nearest railway station of the seller to the nearest railway station of the buyer, calculated as per the Railway Standard Parcel Rate. The clause fixes a 50% rate and names that railway parcel-rate basis; it states no rupee ceiling, so this program carries no amount_min or amount_max.

This is incentive 11 of TIIPIS 2022, claimed through that scheme's process, and it stands as its own program — separate from the export-promotion subsidy (a share of Bangladesh export value) and from the fairs-and-exhibitions head (travel to fairs). It remains open on a rolling basis, with no advertised closing date. Applications are submitted through the State's SWAAGAT single-window portal at https://swaagat.tripura.gov.in/.

The payment is a reimbursement — neither a loan nor equity. The unit purchases the qualifying secondary or packaging raw materials, moves them between the seller's and the buyer's nearest railway stations, and claims 50% of that haul as measured on the Railway Standard Parcel Rate, rather than an open-ended road-freight bill above that benchmark. This clause states no DPIIT Startup India mandate and no requirement to relocate. Founders retain their equity. The reimbursement is not repayable. The Department verifies that the claimant is local resource based industry or a packaging-material manufacturer in Tripura, that the cargo is secondary raw material or packaging raw material, and that the claim is computed on the railway parcel rate between the two nearest stations.

There is no competitive element and no pitch stage. Every claim is assessed by the Department of Industries and Commerce for conformity with the transport clause of TIIPIS 2022, which requires that the applicant be a local resource based industry or a packaging industry within the State, that the cargo consist solely of secondary raw materials or packaging raw materials, that the movement occur between the seller's and the buyer's nearest railway stations, and that the claim be worked out on the Railway Standard Parcel Rate at 50%. Where a claim is billed on a different freight basis, or concerns cargo falling outside those two classes, it is either rejected or recalculated on the parcel rate. Once verified, a claim is reimbursed at 50%, and the clause sets no rupee ceiling on that amount. No comparison is drawn between one applicant and another.
