About this scheme

The Tripura Industrial Investment Promotion Incentives Scheme, 2022 provides partial reimbursement of interest on term loans to eligible industrial enterprises in Tripura. This record covers that interest incentive (section 5). It is neither a fresh loan from the State nor a guarantee. The enterprise borrows from a lender on ordinary terms, pays the interest, and then claims a portion of that interest back from the Department of Industries and Commerce.

Under the clause, the Non-Thrust Sector receives reimbursement of 4% of interest paid on the term loan, capped at Rs.5.00 lakhs per enterprise per annum. The Thrust Sector receives reimbursement of 5% of interest paid on the term loan, capped at Rs.12.00 lakhs per enterprise per annum. These percentages are the reimbursement rates set out in the policy; they do not alter the bank's contractual rate. The highest rupee ceiling in the clause is Rs.12.00 lakhs (Thrust Sector).

Eligibility rests on having actually drawn a term loan and paid interest on it. Working-capital interest does not appear in this clause, which refers specifically to interest paid on term loan. Sanction letter, disbursement proof, interest certificates, and bank statements should be retained. Units in both the Non-Thrust and Thrust Sectors qualify, at the respective rate and ceiling pairs given above.

Applications are filed on SWAAGAT and through the District Industries Centre. TIIPIS 2022 is rolling; this clause specifies no deadline. The State neither takes equity for this subsidy nor recovers the reimbursed interest if the unit remains eligible. Default on the term loan is a matter between the enterprise and its lender; this claim reimburses only a stated share of interest already paid, subject to the yearly ceiling.

How applications are assessed

The Department of Industries and Commerce, together with the District Industries Centre, verifies three things before releasing any benefit: that the applicant qualifies as an eligible Tripura industrial enterprise, that the loan in question is a term loan, and that interest has genuinely been paid. The applicable rate is 4% subject to a yearly ceiling of Rs.5.00 lakhs for Non-Thrust cases, or 5% subject to a yearly ceiling of Rs.12.00 lakhs for Thrust cases. No jury is involved at any stage.

Claims that fail to evidence interest payment, or that include interest of a kind the clause does not specify, are either raised as queries or turned down. Once an amount is approved, it is reimbursed to the enterprise.
