Post-Harvest Management Scheme

The Department of Horticulture, Government of Uttarakhand, administers the Post-Harvest Management scheme. Its objective is the development of modern post-harvest infrastructure, assisting farmers and entrepreneurs in establishing pack houses, pre-cooling units, cold rooms, cold storage units, and ripening chambers.

Through these facilities, the programme aims to lower post-harvest losses, raise the quality of horticultural produce, and increase its market value and appeal. The initiative supports the agricultural value chain, leading to higher farmer incomes and better food security by cutting waste.

- Obtain application forms from Horticulture Mobile team Centres, or download them from the department’s website: https://shm.uk.gov.in/. - Assemble your application form or proposal, attaching land-related documents (Khasra and Khatauni, or a lease certificate for leased land), Aadhaar card, PAN card, bank account details, mobile number, and a training certificate. - If you face any difficulty, staff at the relevant Horticulture Mobile team Centre will help you complete the application proposal. - Hand in the finished application form at the Horticulture Mobile team Centre office. - At the same time, the concerned entrepreneur or farmer must apply for a bank loan. - Horticulture Mobile team Centre personnel will send the proposal to the district level, which then passes it to the Directorate for review. - Once the Directorate approves the proposal, the district issues an order granting the required approval or work order. - Following approval, the district officer sends an approval letter to the farmer or entrepreneur and notifies them by phone. During this period, secure loan approval with the help of departmental officials. - After the loan is approved, inform the department of this development. - Carry out post-harvest management activities and facility setup under the technical guidance and supervision of departmental officials. - Upon completion, a joint team of departmental officials conducts an inspection, and the applicable government subsidy is credited to the farmer’s loan account.

Applications are initially screened and handled by staff at the Horticulture Mobile Team Centres. From there, the proposals move to the district level, which forwards them to the Directorate for a detailed assessment and the final decision. Upon the Directorate’s approval, the district office issues the formal sanction and work order.

A key step in the selection and payment procedure is a joint inspection conducted by departmental officers once the project is finished. This check confirms that the facilities have been installed as per the prescribed specifications, and only then is the subsidy credited to the applicant’s loan account.
